The Department of Homeland Security (DHS) monitors those threats and capitalizes on technological advancements at a rapid pace, developing solutions and bridging capability gaps at a pace that mirrors the speed of life.  


    Noblis provides technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS).   DHS leads the National effort to enhance the resilience of the nation’s critical physical and cyber infrastructure in the case of terrorist attacks, natural disasters and other emergencies.  We are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment and integrity to successfully support the strategic goals of DHS.


    Role Description:

    As part of a collaborative team of talented colleagues, the Project Manager will:   

    • Apply knowledge in the broad areas of explosive ordnance disposal, counter-improvised explosive device (C-IED) capabilities, IED policy and strategic planning, and program and project management.
    • Provide strategic support across a portfolio of technology programs, spanning dozens of individual projects and hundreds of DHS customer requirements.
    • Provide direct support to Government leaders, particularly at the interfaces among science, technology, policy, law, and business.
    • Develop formal reports, briefings, and read-ahead materials, as well as organize/coordinate meetings, discussions, and seminars.
    • Occasional CONUS travel may be required.



    • B.A./B.S. degree or a relevant professional degree. 
    • 10+ years of experience providing strategic technology support in the management of technical efforts
    • 5+ years of experience leading projects and associated team of professionals (i.e. engineers, scientists, technologists)
    • Exceptional written communication, for both technical and non-technical audiences
    • High computer literacy, to include creating final drafts of polished, formal documents and presentations
    • SECRET clearance
    • Eligibility to obtain DHS access and Suitability




    • MA./M.S., or equivalent advanced degree; particularly in physical science or engineering
    • Recognized expertise in the employee's primary field. For example, recognition might include awards, certifications, publications, new intellectual property, funded work, professional licenses, etc.
    • Experience in C-IED capabilities, IED policy, explosive ordnance disposal desired
    • Experience supporting DHS components (e.g. S&T, NPPD, TSA, CBP, FPS, USCG, ICE) either operationally or through project management
    • PMP and/or DAWIA certification(s).
