Overall Program Summary:


Energy security is a primary concern and currently a major area of investment of the Department of the Defense. 

The Army Office of Energy Initiatives (OEI) is the central management office for the business case development and execution of large-scale (>10MW) renewable and alternative energy security projects with preferred financing through private capital investment. OEI uses existing Department of Defense (DoD) authorities, including those for power purchase agreements (PPA), for enhancing use leases (EUL) and easements, and to attract private capital investment.  

The Air Force Office of Energy Assurance (OEA) is the Air Force counterpart to the OEI. OEA serves as the central management office, or “storefront,” for energy security/resiliency projects across the Air Force enterprise. Focused on holistic energy security/resiliency solutions, the mission is to work partnership with Air Force installations to understand mission requirements and deliver creative security/resiliency solutions that mitigate 21st century threats to the grid. OEA reports directly to Deputy Assistant Secretary for the Air Force, Environment, Safety, and Infrastructure (SAF/IEE), Deputy Chief of Staff, Civil Engineering (DCS/A4C), and Director, Air Force Civil Engineering Center (AFCEC).

Role Description:

As part of the team providing support to the Army's and Air Force's energy offices.

  • Conduct and review installation energy project and security assessments.
  • Collect, compile and analyze installation, regulatory, resource, and market information necessary to thoroughly assess and recommend energy project opportunities. 
  • Identify holistic installation energy security solutions and path forward to implement via private and/or appropriated funding. 
  • Provide support in the identification and development of renewable and alternative energy security pipeline and portfolio, including resolving program execution issues. 
  • Developing and coordinating communications, meetings, and other special projects.



  • A BA or BS with 6 years of experience, or MS with 4 years of experience.
  • Experience with development of large scale energy projects.
  • Experience working with DoD organizations. 
  • Desired qualification:  Experience working with ARMY or Air Force installations.  
  • Strong self-initiative with ability to work independently and collaboratively with a team.
  • Demonstrated excellent written and oral communication skills.
  • Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
