Responsibilities

Responsibilities:

Noblis ESI is seeking an Enterprise Systems Engineer SME with a national space enterprise and ground systems engineering background to work with our clients in supporting the future ground architecture. 

 

Job responsibilities:

  • Serve as program support and technical subject matter expert to the government Program Manager (PM) with responsibility for technical knowledge of the assigned teams and programs/projects
  • Support the PM in multiple areas which include systems, mission, and enterprise engineering; program management; acquisition support; analytic support; technical analysis; user requirement management/development; architecture; and customer/industy outreach and support 
  • Provide technical guidance and recommendations related to the integration of National Systems-based capabilities across the enterprise
  • Engage with the national and tactical communities to collaboratively design, document, validate, and deliver architectures, systems and innovative ground capabilities in support of the national space architecture  
  • Support the evolution of the customer’s strategic direction and priorities, programmatic goals and objectives, schedules, and reports to high-level government officials
  • Support the customer's Technical Director portfolio management, mission threads, architecture, interoperability, cross-program strategies, and synchronized deliverables   
  • Support Agile-based program management, implementation of a Model-Based Systems Engineering approach and lead traditional system engineering meetings and review process boards (e.g. ERBs, CCBs, SRRs, CDRs, PDRs, and PMRs)
  • Other responsibilities include administrative and technical support to the Government leadership team, internal cross coordination, external mission partners and other DoD/IC customer

Required Qualifications

 

  • US Citizenship is required.
  • Must have an active Top Secret/SCI clearance with a Counter-Intelligence Polygraph  
  • BS degree in STEM field with 12 to 15 years of prior relevant experience OR Master's degree with 10 to 13 years of prior relevant experience in Project and Systems Engineering, with emphasis on Government acquisition in DoD or IC.
  • At least one year of experience in leading or managing a team.
  • Background / knowledge in National space and ground systems with strong Systems Engineering discipline with strategic planning, architecture and requirements experience
  • Ability to facilitate commonality within the enterprise by defining, architecting, and integrating a multi-INT, multi-sensor, and multi-nodal processing capability
  • Ability to problem solve in a rapidly changing environment and interface with the customer daily
  • Track and respond to office tasking, build and present program briefings, and update project schedules and calendars
  • Ability to draft products that reflect strong writing and grammatical skills. 
  • Working knowledge of data and AI topics. 
  • Provide audience-appropriate written and verbal communications and demonstrate strong interpersonal and customer service skills.
  • <10% travel required

Desired Qualifications

 

  • Master’s Degree and/or PhD in a STEM field
  • Familiarity with the IC and NRO enterprise architecture, DOD's space architecture, and translation of Statement of Capabilities and Enterprise Capability Document line items to CONOPs and architectures

  • Knowledge of Electro-optical, RADAR, SIGINT, Communications, Mission Management, and Mission processing systems supporting a space and ground architecture
  • Working knowledge of SAFe Agile or similar agile processes and JIRA and Confluence tools
  • Certified in one or more of the following: SE (e.g. INCOSE CSEP or DAWIA equivalent), MBSE (e.g. OMG Systems Modeler), Project Management (e.g. PMP), Agile (e.g. SAFe)

  • Experience working with senior leadership within a diverse, fast-paced, multi-tasking environment and manage competing priorities.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.


Posted Salary Range

USD $172,500.00 - USD $269,550.00 /Yr.
