Responsibilities

This position serves as the Data Management and AI Strategy Specialist for the Advisory and Assistance Services (A&AS) for the Defense Threat Reduction Agency (DTRA) Chief Data Officer (CDO) within the DTRA Office of the Chief Data and AI Officer (OCDAO).  DTRA is committed to being a data-centric organization, empowering the DoD, U.S. Government, and international partners with decisive information advantage to combat Weapons of Mass Destruction (WMD) and emerging threats. As an advisory role, the Data Management and AI Specialist will play a critical role in shaping DTRA's data landscape and ensuring its alignment with mission objectives. 

 

As a trusted advisor, the Data Management and AI Strategy Specialist will provide expert guidance and support to the DTRA CDO in establishing and sustaining key OCDAO functions, driving the implementation of the DoD/DTRA Data and AI Implementation Plan. This role requires a diverse skillset, encompassing data engineering, data science, quality assurance, data and AI governance, and data management lifecycle expertise. Specific responsibilities include: 

 

  • Provide thought leadership in the establishment and operation of an Enterprise Data Catalog for DTRA. Define data standards, attributes, and use cases to ensure data discoverability and accessibility. 
  • Provide thought leadership in the establishment and sustainment of Data and AI Governance frameworks at DTRA. 
  • Provide strategic guidance to strengthen Digital Maturity at DTRA, identifying opportunities for improvement and driving adoption of best practices. 
  • Provide thought leadership in the establishment and operation of a Digital Literacy program at DTRA, fostering a data-literate culture across the organization. 
  • Provide thought leadership in the establishment and operation of Responsible AI (RAI) processes, methods, and techniques at DTRA, ensuring ethical and transparent AI development and deployment. 
  • Provide thought leadership in the establishment and operation of an Enterprise Architecture, especially an Enterprise Data Architecture at DTRA in collaboration with the IT Directorate. Ensure the Enterprise Data Architecture aligns with Zero Trust architecture principles.
  • Lead the development and maintenance of mission data thread maps, tracing data lineage from source to consumption to identify critical data dependencies and potential vulnerabilities. This includes identifying data owners, data quality metrics, and data transformation processes. 
  • Support the development and implementation of DTRA's future data platform strategy, ensuring alignment with mission requirements and emerging technologies. This includes evaluating platform options, defining data integration strategies, and contributing to the overall data architecture vision. 
  • Coordinate data use cases and needs across the DoD agency, serving as a senior advisor to the CDO in the development and implementation of the DTRA Data and IA Implementation Plan, as well as Governance and Policy. 
  • Maintain broad situational awareness in support of the OCDAO mission and future strategy, advising Leadership as appropriate. 
  • Participate in DoD Chief Digital and AI Officer (CDAO) and other external meetings and working groups. Coordinate with external stakeholders, unified combatant commands (CCMDs), etc., concerning their data and AI requirements. 
  • Clearly present project goals, project progress, ideas, dashboards, data analysis, plans, and strategies by developing and delivering Plans of Action and Milestones (POAMs). 
  • Contribute to Program Objective Memorandum (POM) planning activities. 
  • Investigate existing systems and technologies and document data sources, technologies, and analytics products within the DTRA directorates. 
  • Lead and coordinate pilot projects or Proof of Concepts (POCs) involving data and AI initiatives. 
  • Provide support to various business process improvement efforts throughout the agency. 
  • Facilitate stakeholder engagements, building relationships and fostering collaboration. 
  • Perform additional duties as assigned. 

Required Qualifications

Bachelor’s degree and 18+ years or Master’s and 10+ years of experience. 

 

  • Five+ years of experience related to data management
  • Demonstrated proficiency with Microsoft Office tool suites
  • Familarity and Experience using:
    • Data Management life cycle and associated tools such as, Databricks, BI tools (Qlik, Tableau, Power BI, MicroStrategy, etc.).
    • Advanced analytics, machine Learning (ML) and Artificial Intelligence (AI) techniques and technologies. 
    • Cloud techniques and technologies such as Amazon Web Services (AWS) and Microsoft Azure.
    • Establishing and operating, data and AI governance. 
  • A strong network of professional relationships with data and AI practitioners within the DoD, the Federal government, and the commercial sector 
  • US Citizenship and Active Top Secret /SCI clearance required.

  • Cloud Technologies, Data Engineering/Data Science knowledge, Cloud technologies, Analytic Tools 
  • Ability to proactively and quickly learn technologies and solve problems. 
  • Ability to work collaboratively and independently. 
  • Strong attention to detail, communication, critical thinking, and problem-solving skills.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.


Posted Salary Range

USD $142,600.00 - USD $222,850.00 /Yr.
