Responsibilities

As Chief Engineer, A&A you will be the technical strategist and solution architect for the Brand New Air Traffic Control System and will work collaboratively with a team of engineers and senior fellows within the Federal Civilian Mission Area, unifying aircraft, ground infrastructure, and cloud-native services into one seamless airspace-operations ecosystem while considering architecture implications for Sky For All NAS integration concepts and solutions for NAS 2050 and beyond. This is a rare opportunity to shape how every pilot, controller, and passenger experiences the National Airspace System. The A&A Chief Engineer is a senior cross-portfolio role that leads the technical solutioning for engineering challenges across A&A business pursuits.   The role provides strategic technical oversight and subject matter expertise as required for critical customer programs within the portfolio, including FAA and NASA as major clients.

 

The A&A CE reports to the Mission Area Vice President for Federal Civilian Solutions and collaborates across Noblis in technical solutioning for “must-win” corporate pursuits, providing expertise for the requirements analysis, functional analysis and allocations, systems architecture and design, technical management, technology development, and technical review of vendor solutions. The A&A CE will demonstrate a thorough technical understanding of all SOW elements and will serve as an expert in technical reviews and risk mitigation and solution investment and alignment decision-making.

 

The CE is a proven leader in collaborating and building partnerships across government, academia, and the private sector and in technical staff recruiting, mentorship, and retention. The CE is responsible for proactively identifying and evaluating near, mid, and long-term technologies advancements and associated research and/or technology investment consistent with customer strategic vision and roadmap. With the CEO, CTO, MA VP, Division Directors, and Business Development Leaders, the CE helps assess and set the Noblis Team’s strategic technical direction as well as execution. The CE is responsible for continuously evaluating relevant technology, forecasting, and associated maturity levels and risks. The CE will interact with the customer and other Noblis technical leadership, subcontractor teammates, academia, and industry (when applicable) to identify, plan, and manage engineering initiatives and ensure consistency with customer strategies and technology roadmaps, as well as the enterprise technology and capability portfolio. The CE works with the program staff to ensure technology is consistent with unique project needs (e.g., protection, reliability, scalability), and technical teams to ensure correct application and integration of technologies. The CE proactively assesses risks, develops mitigation strategies, communicates issues, and proposes and implements solutions.

 

Key Roles

  • Anticipates and shares technology advancements with staff on technical issues, reporting new technologies and their potential use on developments and ongoing engineering initiatives and relevant pursuits.
  • Assists in technical engineering staff recruiting, development, and selection.
  • Identifies opportunities for new research and development activities in various engineering-related areas and disciplines (i.e., Digital Engineering, Digital Twins, Model Based Systems Engineering).
  • Conducts peer reviews of technical papers, proposals, and conference presentations.
  • In support of the FCS Mission Area, reviews, tracks and monitors risk identification, mitigation and closure across all technical engineering activities and assists in the development of mitigation strategies through the life of the project.

 

Key Responsibilities

  • Lead the technical solutioning for technical engineering challenges across major bids and opportunities.
  • Act as technical liaison to customer organizations to ensure the validation of solution requirements throughout capture and execution of critical programs.
  • Provide technical review of key programs and delivers recommendations on solutions, resources, and key investments.
  • Conducts peer review of technical documentation, including technical papers and conference presentations.
  • Serves as conduit and connection to state-of-the-art engineering research for application across Noblis.
  • Reviews technical engineering progress across the Mission Area and advises on course correction or change.
  • Contributes to the recruitment, hiring, development, and retention of engineering talent.
  • Coordinates efforts and evaluates opportunities for collaboration between scientists and engineers across Noblis locations.

Required Qualifications

  • Masters degree or higher in a relevant engineering field or discipline
  • 15 years in large-scale aviation or aerospace system design—including at least one ATS, ATM, or comparable safety-critical program delivered to operational use.
  • Deep expertise in at least two of the following: surveillance & comms networks (CNS), automation/decision support, airspace operations research, avionics integration, or cyber-resilient architectures.
  • Proven authority as Chief/Lead Engineer or equivalent on multi-disciplinary programs > $500 M.
  • 20 years of experience leading or supervising engineering teams and complex technical programs in at least one or more segments - transportation, aerospace, and aeronautics.
  • Extensive knowledge of the Business Development lifecycle with demonstrated experience developing winning solutions for contract values of $150M or more.

Desired Qualifications

  • Expert knowledge of Air Traffic Control including policies, procedures, automation tools, human-system integration to keep the National Airspace System moving efficiently and securely.
  • Excellent interpersonal and communication skills at an executive level.
  • Demonstrated understanding of engineering principles and track record of contributing to business growth in the development of sound, technically viable engineering solutions
  • Extensive experience in working with stakeholders to create hiring strategies to develop quality engineering teams.
  • Extensive experience working alongside and providing strategic guidance to engineers and technicians, approving designs, calculating costs, negotiating contracts, and executing plans safely and efficiently.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.


Posted Salary Range

USD $199,700.00 - USD $349,500.00 /Yr.
