Responsibilities

Commander, Navy Regional Maintenance Center (CNRMC) is an Echelon III command (field activity) under Naval Sea Systems Command (NAVSEA) with a mission to deliver quality, cost-wise material readiness in support of U.S. Naval forces worldwide.  CNRMC is responsible for coordinating the depot- and intermediate-level maintenance of the Navy's surface fleet, and for resourcing the requirements necessary to meet ships maintenance availability schedules.

 

Noblis MSD’s CNRMC Team requires a Naval MMR Advisor to facilitate and coordinate NAVSEA 21 and CNRMC oversight required for ship maintenance and repair in Yokosuka, Sasebo, Singapore and other Pacific ports.  The Analyst will coordinate and align support between CNRMC, U.S. Navy RMCs and foreign ports and vendors to plan and execute surface ship maintenance and repairs.  This position may be based out of: San Diego, CA, Pearl Harbor, HI, Seatte, WA or other West Coast locations.

 

Routine duties include:

  • Monitor and report SRF-JRMC, and other Pacific Shipyard operations, industrial processes, procedures, and programs and enact proven practices from other depot ship maintenance.
  • Directly support the conduct of periodic performance reviews, including coordination on fleet maintenance activity assessments every 18-24 months.
  • Report CNO availability performance and other emergent ship maintenance issues to applicable stakeholders.
  • Support NAVSEA for implementation and oversight of MOAs between the Navy and Foreign Maintenance Activities,
  • Interface with senior military/civilian Leadership and Staffs
  • Facilitate weekly and monthly Command Executability Reviews, the monthly business and financial briefs, and the monthly Workload Allocation and Resource Report.
  • Develop/provide reports/information along with the data implications/significance to senior military/civilian management for recommended policy and procedural improvements
  • Using Microsoft Office Suite Products (Word, Excel, Power Point, Project); Manipulating, formatting, and analyzing data.
  • Technical writing and editing

Required Qualifications

This position requires 20% travel.

 

 

Applicants must have the following minimum skills and knowledge:

  • A combination of education and experience that demonstrates acquisition of the necessary skills to effectively execute the responsibilities noted.
    • Bachelors or Associates and 11 years or experience. A High School/GED and 14 years of experience may be considered.
  • DOD SECRET Security Clearance
  • US Citizen
  • Able to write and speak professionally
  • High level of proficiency in MS Office applications, especially PowerPoint and Excel

Expert knowledge and proficiency in the following areas:

  • Program Management skills including a high degree of Navy managerial experience, program organization and administration.
  • Navy Surface Ship Repair, Modernization
  • COMUSFLTFORCOM INST 4790.3, Joint Fleet Maintenance Manual (JFMM)
  • Regional Maintenance Center (RMC) Project Team Roles/ Responsibilities
  • Demonstrated experience with cost, schedule, performance reporting, contract activities, logistics, budget and personnel management pertaining to ship, Aircraft Carrier, ship system or weapons systems is required.

 

Desired Qualifications

  • Experience working with various levels of management, through Flag/SES.
  • Excellent verbal and written communication skills and ability to establish and maintain productive working relationships.
  • Proven communications skills, ability to work with Senior Leadership in these activities, and ability to provide clear, concise briefings and reports.
  • Ten or more years of leadership experience.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.


Posted Salary Range

USD $112,700.00 - USD $176,150.00 /Yr.
