Responsibilities

Noblis ESI is seeking a Budget Analyst to work with our clients in supporting our customer in Chantilly VA.

 

Job Responsibilities:

 

The Budget Analyst will provide critical financial management support to the National Reconnaissance Office (NRO), ensuring efficient allocation and execution of fiscal resources in compliance with federal regulations and agency policies. This role involves budgeting, forecasting, financial analysis, and reporting to support NRO’s mission in intelligence gathering and satellite reconnaissance operations.

 

  • Develop, analyze, and execute financial budgets for NRO programs, ensuring fiscal compliance and efficiency.
  • Monitor budget expenditures, track funding obligations, and reconcile accounts to prevent shortfalls or overages.
  • Provide financial forecasting and cost analysis to support strategic planning and decision-making.
  • Prepare reports, briefings, and recommendations on financial data for senior leadership.
  • Assist in the development and execution of annual financial planning cycles, ensuring alignment with NRO objectives.
  • Collaborate with program managers, contracting officers, and finance personnel to optimize resource allocation.
  • Ensure adherence to federal budget regulations, policies, and compliance requirements.
  • Utilize financial management systems to track and analyze expenditures and funding status.
  • Respond to audits, financial inquiries, and reporting requirements from internal and external stakeholders.

Required Qualifications

  • Bachelor's degree in Finance, Accounting, Business Administration, or a related field. Alternatively, demonstrate an additional 5 years of related experience per level if no bachelor's degree is held.
  • Must have an active Top Secret/SCI clearance with a Counter-Intelligence Polygraph
  • US Citizenship is required.
  • Experience in budget management, financial planning, or analysis within a government or intelligence agency.
  • Strong analytical and problem-solving skills.
  • Proficiency in financial management systems and Microsoft Excel.
  • Knowledge of federal budgeting regulations and policies (DoD, IC, or civilian agency financial frameworks).
  • Ability to travel - 10%

 

 

Mid-Level

  • Bachelor's degree
  • 6 - 8 years of experience
  • Compensation: $97,400 - $184,100

 

 Senior-Level

  • Bachelor's degree
  • 12 years of experience
  • Compensation: $156,900 - $245,175

Desired Qualifications

  • Master’s degree or relevant certifications (e.g., CDFM, CGFM, CPA).
  • Experience working within the Intelligence Community (IC) or Department of Defense (DoD) financial environments.
  • Knowledge of NRO operations, programs, and funding processes.
  • Strong communication skills, with the ability to present financial information to leadership effectively.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.


Posted Salary Range

USD $97,400.00 - USD $245,175.00 /Yr.
