Responsibilities

Noblis ESI is seeking a User Engagement Representative with a national space enterprise and ground systems background to work with our clients in supporting our customer in Chantilly, VA.

 

 

As a User Engagement Representative, you will serve as a primary liaison between the ODNI and the NRO’s diverse stakeholders, fostering collaboration, ensuring alignment of mission objectives, and driving effective communication. You will act as an advocate for user needs while promoting the NRO’s capabilities, programs, and services to enhance national security efforts. Your role will be pivotal in strengthening relationships with Intelligence Community partners, ensuring that user expectations are met or exceeded, and facilitating solutions to operational challenges.

 

Job Responsibilities:

  • Identify, capture, and prioritize the user's intelligence needs, requirements and shortfalls.
  • Enable rapid responses to user requirements and intelligence needs with NRO enterprise solutions.
  • Assist the user with articulating national systems support needs and requirements to the Intelligence Community (IC).
  • Ensure supported users have knowledge of and access to NRO systems, services and capabilities and assist the user with leveraging capabilities in support of their mission. 
  • Participate in the user's training program by developing and providing tailored, user-specific briefings and presentations about NRO capabilities to applicable users. 
  • Represent NRO in relevant ODNI working groups and enhance collaboration between NRO and other IC agencies.
  • Provide subject matter expertise on space intelligence integration opportunities.
  • Provide input to the Intelligence Community Requirements Council (ICRC) to ensure NRO requirements are validated and prioritized.

Required Qualifications

  • Bachelor's Degree in Technology, Computer Science, Engineering, Business, or a related field. Alternatively, demonstrate an additional 4 years of related engineering/technical experience per level if no bachelor's degree is held. 
  • Must have an active Top Secret/SCI clearance with a Counter-Intelligence (CI) Polygraph. 
  • Familiarity with the NRO’s and DoD’s national and tactical space systems architecture. 
  • Ability to problem solve in a rapidly changing environment and interface with the customer daily. 
  • Ability to travel about 10% of the time. 
  • US Citizenship is required.

 

  

Mid-Level  

  • Bachelor's degree

  • Background / knowledge in National space and ground systems 
  • Compensation: $129,700 - $202,675

  

 Senior-Level  

  • Bachelor's degree 
  • 10+ years of experience 
  • Background / knowledge in National space and ground systems 
  • Compensation: $156,900 - $245,175

Desired Qualifications

  • Master's or PhD in Technology, Computer Science, Engineering, Business, or a related field. 
  • Certified in one or more of the following: Project Management.
  • Knowledge of Electro-optical, RADAR, SIGINT, Communications, Mission Management, and Mission processing systems supporting a space and ground architecture. 
  • Ability to be flexible to handle multiple priorities and to work flexible schedules as necessary. 
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Proficient communications skills and ability to serve as a trusted advisor.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.


Posted Salary Range

USD $129,700.00 - USD $245,175.00 /Yr.
