Responsibilities

Mission:  

The Department of Homeland Security's (DHS) Countering Weapons of Mass Destruction (CWMD) Office works to prevent attacks against the United States from Weapons of Mass Destruction (WMD) through timely, responsive support to operational partners.  CWMD leads DHS efforts and coordinates with domestic and international partners to safeguard the United States against Chemical, Biological, Radiological, and Nuclear (CBRN) threats. Strategic goals include:  

  • Anticipate, identify, and assess current and emerging WMD threats
  • Strengthen detection and disruption of CBRN threats to the homeland
  • Synchronize homeland counter-WMD and health security planning and execution

Role Description: 

Noblis seeks a Junior Management Analyst to support DHS CWMD decision makers on national-level policy development and coordination. Candidates must possess the drive, dedication, adaptablity, and integrity to successfully assist DHS CWMD with achieving its strategic goals and fulfilling the organization's policy and strategy requirements.

 

Responsibilities include:

  • Effectively researching CBRN and CWMD policies, strategies, and plans and formulating written summaries and assessments that assist senior analysts' composition of CWMD products for distribution to appropriate internal and external customers
  • Composing high-quality outlines and draft papers addressing CWMD and CBRN strategy, plans, and policy topics
  • Efficiently coordinating with internal staff, other DHS components, and a variety of external organizations to share approved information and set up engagements and collaboration sessions
  • Applying appropriate analytic processes, advanced tools, and innovative techniques enhancing organizational awareness and efficiency
  • Identifying challenges to organizational efficiency and providing recommendations on achievable, actionable solutions
  • Supporting and enhancing knowledge management processes and systems to enhance organizational efficiency 
  • Briefing CWMD federal staff on programs and deliverables.

Required Qualifications

  • B.A. or B.S. degree and 3+ years of experience
  • Secret clearance (exceptionally qualified candidates may be considered without a clearance if they are able to quickly qualify for one)
  • Exceptional communications skills, both writing and oral presentations

Desired Qualifications

  • Experience in management analysis
  • Educational background or experience in mission analysis, strategic planning, performance assessments, and policy development
  • Experience with CBRN or CWMD organizations or operations
  • Top Secret/SCI clearance

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

Posted Salary Range

USD $80,500.00 - USD $125,800.00 /Yr.
