Responsibilities

Noblis pursues new opportunities and contracts to ensure that colleagues have opportunities for growth and development, and to bring Noblis’ strengths to the Federal Government. To this end, we are pursuing exciting new opportunities in the Department of Homeland Security Customs and Border Protection (CBP) Office of Acquisition (OA). We are seeking motivated personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of CBP OA.

CBP is charged with managing, securing, and controlling the nation’s borders while facilitating lawful international travel and trade. OA, within CBP’s Enterprise Services (ES), supports CBP’s mission by facilitating the acquisition and integration of a mix of services, infrastructure and technology solutions.

This role has direct client and project support responsibilities to the Systems Engineering Division (SED).

 

This position requires onsite work at the client site in Washington, DC, in accordance with the contract.

 

Client Delivery Responsibilities:

Assist assigned CBP programs and projects in all activities involving Security Engineering and Certification and Accreditation of Information Technology (IT) Infrastructure including the following areas:

  • Ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.
  • Implementation of higher-level security requirements such as those resulting from laws, regulations, or Presidential directives.
  • Integration of security design principles across disciplines and SELC.
  • Research and discovery of information protection needs against cyber-attacks and document information protection policies.
  • Review of proposed new systems, networks, and software designs for potential security risks.
  • Lead security related product selection and implementation activities.
  • Define the scope and level of detail for security plans and policies applicable to the system.
  • Institute measures to ensure security awareness and compliance.
  • Identify the need for changes based on new security technologies or threats.
  • Analyze change requests to the system for security posture impact.
  • Development and implementation of long-range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities.
  • Review and evaluation of security incident response policies. Manages security incident procedures.
  • Execution of all duties described in the DHS Information System Security Officer (ISSO) Guide and DHS Certification and Accreditation (C&A) Guide.
  • Manage and maintain system authorization status (Authority to Test (ATT) and Authority to Operate (ATO)).

Required Qualifications

  • Master's degree with 10 years of experience; or bachelor's degree with 18 years of experience; or 22 years of experience.
  • Demonstrated history of increasing responsibility in information security, including demonstrated experience in managing ATT and ATO processes.
  • Experience in writing, evaluating, and improving security incident procedures.
  • Experience reviewing system change requests for security posture impact.
  • Experience creating risk management plans for IT security systems.
  • Eligibility to receive DHS Suitability (US citizenship is required for DHS suitability) .

Desired Qualifications

  • Active DHS Suitability is preferred.
  • Prior CBP experience, preferably in information security.
  • Demonstrated experience managing ATTs and ATOs from conception through award, including writing control documentation.
  • Demonstrated experience evaluating, selecting, and implementing security products.
  • Experience in interpreting new security laws, regulations, or directives for implementation into the existing security toolset at a federal agency.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

Posted Salary Range

USD $93,200.00 - USD $145,550.00 /Yr.
