Responsibilities

Noblis pursues new opportunities and contracts to ensure that colleagues have opportunities for growth and development, and to identify places where we can bring Noblis’ strengths to the Federal Government services. To this end, we are pursuing new opportunities in the Department of Homeland Security Customs and Border Protection (CBP) Office of Acquisition (OA). We are seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of CBP OA and to aid Noblis in building and establishing a new team and presence at this organization.

 

CBP is charged with managing, securing, and controlling the nation’s borders while facilitating lawful international travel and trade. This role has direct client support responsibilities for Intelligence work for the CBP Office of Field Operations (OFO) National Targeting Center (NTC).

 

The OFO performs a complex mission at ports of entry with broad law enforcement authorities tied to screening all foreign visitors, returning American citizens and imported cargo that enters the U.S. at more than 300 land, air and seaports. The contractor shall provide support services to assist OFO programs and projects in the development, fielding and maintenance of systems that support OFO border security missions (e.g. cargo security/examination, immigration inspection, preclearance, protecting agriculture, interagency national vetting of individuals seeking to cross U.S. borders). Support services are required for the NTC.

 

Client Delivery Responsibilities:

  • Serve on a team of colleagues providing support to adjacent programs and projects within the same portfolio to include preparation of deliverables, completion of assigned activities, and assisting in balancing workloads in consultation with CBP program managers and leadership.
  • Providing actionable, real-time unclassified and classified targeting and vetting support to the to the Department of Homeland Security, Customs and Border Protection, National Targeting Center Passenger and Cargo (NTC-P and NTC-C), OFO targeting analysts, watch commanders, and NTC leadership by researching passengers, cargo, subjects of interest, commercial entities of interest, and presenting analytical findings to CBP decision-makers to inform and enhance interdiction efforts conducted within a 24/7 basis 365 days a year.
  • Providing strategic, tactical, and operational data analysis for NTC-P and NTC-C managers regarding passenger(s) and cargo of interest.
  • Monitoring, controlling, coordinating, de-conflicting, synchronizing, and reporting the current status of classified and unclassified database research and analytic findings and other operations to CBP leadership.
  • Performing targeting research and analysis on personnel, cargo and commercial entities of interest, and reporting for personnel who may be known or suspected terrorists or illicit actor/commercial entity linked to or associated with a known or suspected terrorist (KST), or another illicit actor(s)/commercial entities who threaten homeland security or legitimate trade
  • Exploiting all available data sources within CBP, DHS, and Federal government to identify links, associations, and identity information on potential KSTs, or other illicit actor(s)/commercial entities and ensure appropriate watch listing, law enforcement, or operational follow-up action.
  • Providing best practices for the execution of the watch listing for passengers, cargo, subjects of interest, commercial entities of interest to include but not limited to analytic methodology, writing, reporting, trends, and specialization; indicators, warnings and integration of ongoing operations into CBP and OFO domain operations; data visualization; customer engagement; capability enhancement; human performance improvement; knowledge and information management; and trend analysis.
  • Creating and coordinating written watch, targeting, and daily briefs and read books; and on the spot watch listing and cargo briefings for CBP and OFO leadership.
  • Applying subject matter expertise in nodal analysis through the use of various analytic tools designed to exploit data and focus on identifying bad actors and their associates, and illicit cargo resulting in the production of papers and presentations to brief high level officials, supporting the application of real-time analysis and decision making to operational decision making, strategic planning, and deterrence.
  • Conducting and managing complex research and databases on various watch listing and cargo issues; organizing and analyzing the information, identifying significant factors, gathering pertinent data, and developing solutions.
  • Supporting short- notice travel to support CBP government personnel in the continental United States and its territories within 48-hour notice.
  • Preparing reports that serve as leads to Intelligence Community (IC) and Law Enforcement (LE) partners that are derived from CBP enforcement actions or secondary inspections of travelers at Ports of Entry.

Please note that this role will be performed on-site in shifts to cover a 24/7 watch operations. There will be 3 shifts, including morning, afternoon, and overnight.

Required Qualifications

  • Active secret clearance
  • Eligibility to receive DHS Suitability.
  • Demonstrated experience conducting in-depth research in support of studies and analyses.

 

Junior-Level 

  • Bachelor's degree with 0+ years of experience; or an associate's degree with 4 years of experience; or at least 6 years of experience with no degree.
  • Compensation: $63,600 - $99,450

 

Mid-Level 

  • Bachelors or Master's degree with 3+ years of experience. or an associate's degree with 7 years of experience; or at least 9 years of experience with no degree
  • Compensation: $70,000 - $109,375 

 

 Senior-Level 

  • Master's degree with 10 years of experience; or bachelor's degree with 18 years of experience; or 22 years of experience.
  • Compensation: $84,700 - $132,325

Desired Qualifications

  • Active Top Secret clearance.
  • Active DHS Suitability is preferred.
  • Experience editing intelligence products for accuracy, clarity, tone, and quality.
  • Demonstrated experience distilling complex technical topics, requirements, and concepts into plain language for diverse sets of stakeholders to include strong technical writing skills.
  • Demonstrated experience in:
    • Intelligence research
    • Conducting complex research projects utilizing a variety of intelligence databases and materials
    • Creating and coordinating written watch, targeting, and daily briefs and read books
    • Applying subject matter expertise in nodal analysis through the use of various analytic tools designed to exploit data and focus on identifying bad actors and their associates
    • Preparation and deliver of briefings to brief high level officials, supporting the application of real-time analysis and decision making to operational decision making, strategic planning, and deterrence.
  • Proven results-oriented problem-solving abilities. Experience with presentation graphics and/or spreadsheet tools.
  • Demonstrated experience facilitating resolution of customer requirements, including helping to identify and document capability gaps, formulate and develop technological solutions, and participate in and contribute to strategic discussions.
  • Demonstrated experience supporting DHS components and agencies either operationally or through project management.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

Posted Salary Range

USD $63,600.00 - USD $132,325.00 /Yr.
