Responsibilities

This position serves as the Data and AI Strategy Specialist for the Advisory and Assistance Services (A&AS) for the Defense Threat Reduction Agency (DTRA) Chief Data Officer (CDO) within the DTRA Office of the Chief Data and AI Officer (OCDAO).  DTRA is a data-centric organization that empowers the DoD, U.S. Government, and international partners with information advantage to combat Weapons of Mass Destruction (WMD) and emerging threats.

 

As an advisory role, the Data Management Specialist focuses on assisting the DTRA CDO stand-up and sustain key OCDAO functions, towards determination and implementation of the DoD/DTRA Data and AI Implementation Plan.  The ideal candidate will have a diverse skillset, with expert knowledge in areas including data engineering; data science; quality assurance; data and AI governance and data management life-cycle.

 

DUTIES

  • Provides tailored thought leadership for the establishment and operation of an Enterprise Data Catalog for DTRA. Defines standards and attributes needed for an Enterprise Data Catalog. Defines use cases.
  • Provides tailored thought leadership for the establishment and operation of Data and AI Governance at DTRA.
  • Provides tailored thought leadership for the establishment and operation of a Digital Maturity assessment and on-going efforts to strengthen Digital Maturity at DTRA.
  • Provides tailored thought leadership for the establishment and operation of a Digital Literacy program at DTRA.
  • Provides tailored thought leadership for the establishment and operation of Responsible AI (RAI) processes, methods and techniques at DTRA.
  • Provides tailored thought leadership for the establishment and operation of an Enterprise Architecture, especially an Enterprise Data Architecture at DTRA in collaboration with the IT Directorate.
  • Coordinates data use cases and needs across the DoD agency as well as serves as senior program advisor to and directly supports the CDO with regard to development and implementation of the DTRA Data and IA Implementation Plan as well as Governance and Policy.
  • Maintains broad situational awareness in support of the OCDAO mission and future strategy, advising Leadership, as appropriate.
  • Participates in DoD Chief Digital and AI Officer (CDAO) and other external meetings and working groups.
  • Coordinates with external stakeholders, unified combatant commands (CCMDs), etc., concerning their data and AI requirements of the directorate.
  • Clearly presents project goals, project progress, ideas, dashboards, data analysis, plans and strategies by developing and delivering POAMs.
  • Contributes to POM planning.
  • Investigates existing systems and technologies and document data sources, technologies and analytics products.
  • within the CTR directorate.
  • Leads/Coordinates pilot projects or Proof of Concepts involving data analytics and AI projects.
  • Provides support to various business process improvement efforts throughout the directorate.
  • Overall stakeholder engagement facilitation.
  • Additional duties as assigned.

Required Qualifications

Bachelor’s degree and 18+ years or Master’s and 10+ years of experience.

Five+ years of experience related to data management.

Demonstrated proficiency with Microsoft Office tool suites.

Familiarity with, and experience using, Data Management life cycle and associated tools such as, Databricks, BI tools (Qlik, Tableau, Power BI, MicroStrategy, etc.).

Familiarity with, and experience using, advanced analytics, machine Learning (ML) and Artificial Intelligence (AI) techniques and technologies.

Familiarity with, and experience using, cloud techniques and technologies such as Amazon Web Services (AWS) and Microsoft Azure.

Familiarity with, and experience establishing and operating, data and AI governance.

Ability to work collaboratively and independently.

Ability to proactively and quickly learn technologies and solve problems.

Strong attention to detail, communication, critical thinking, and problem solving skills.

A strong network of professional relationships with data and AI practitioners within the DoD, the Federal government, and the commercial sector

Top Secret – SCI clearance required.

Desired Qualifications

Experience working with the U.S. government on areas concerning national security.

Experience supporting DTRA.

 

Cloud Technologies, Data Engineering/Data Science knowledge, Cloud technologies, Analytic Tools

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

Posted Salary Range

USD $142,600.00 - USD $222,850.00 /Yr.
