A&AS – Operational Evaluation Analyst
This position serves as the Advisory and Assistance Services (A&AS) Operational Evaluation (OE) Analyst for the Defense Threat Reduction Agency (DTRA), Cooperative Threat Reduction (CTR), Program Integration Department (CT-PI).
CTR supports U.S. national security by preventing the acquisition, proliferation, and use of WMD, related materials, technologies, and expertise. The cooperative nature of CT's efforts contributes to stability, cooperation, and expanding U.S. influence in partner states and their regions. PI’s Department provides support to the entire CT directorate and offices in 22 countries in the following areas: manpower/ human capital, training, travel, knowledge and records management, acquisition, onboarding, export control, records management, cost support controls, and property/ facilities.
The Operational Evaluation (OE) Analyst supports independent evaluations of a partner nation’s ability to effectively and efficiently use CTR-provided assistance, as intended. OEs are conducted to meet Congressional accountability mandates and inform internal programmatic decisions. OEs can include demonstrations of methods/competency, simulations, and tabletop, functional, or operational exercises.
DUTIES
Writing skills – be able to draft, edit or provide inputs to briefing products, talking points. Must be able to record and compile meeting notes
Analytical skills – collect and analyze written information from different sources, build products (briefing materials, talking points, planning documents, or correspondence) for the Client, Program Officers, and foreign partners.
Research skills – should be able to conduct focused research through document databases to be presented in a team setting
Communication skills – experience with coordination of planning between different stakeholders, briefing courses of action to clients and program personnel.
Ability to handle multiple project simultaneously –Must be able to manage tasks and actions from different programs while still meeting deadlines
Attention to detail – the ability to go through large amounts of documents to identify inaccuracies and/or grammatical issues.
Diplomacy – being able to conduct yourself appropriately when interacting with foreign partners, be culturally aware.
Logistics knowledge – experience with managing planning and managing transportation, procuring supplies, for a team, experience with using travel and logistics management tools (TRLS, ATRIP, DTS)
Assessment, Monitoring, and Evaluation knowledge - Experience with assessment, monitoring, and evaluation processes in a hazardous material, lab, or CWMD environment
Program Management/contracting knowledge – Understanding of contracting process (i.e. what a statement of work, CDRL, Transfer of property sheet)
Security Cooperation knowledge - Experience planning, managing, and supervision security cooperation activities
Mission Understanding - Understanding the DTRA and CTR programs or relevant CWMD or capabilities building experience

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
