Science Communications Expert

Technology and threats evolve rapidly in today's ever-changing environment. In response, DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. S&T executes Research, Development, Test and Evaluation (RDT&E) to transition solution approaches, technologies, and knowledge products in support of DHS Component customers including U.S. Coast Guard (USCG), the Transportation Security Administration (TSA), Customs and Border Protection (CBP), the U.S. Secret Service (USSS), the Federal Emergency Management Agency (FEMA), Immigration and Customs Enforcement (ICE), the Cybersecurity and Infrastructure Security Agency (CISA), Federal, State, Local, Tribal and Territorial (FSLTT) first responders, and the larger Homeland Security Enterprise (HSE).

TCD’s Tech Centers are home to experts in a broad range of scientific and engineering disciplines including biological and chemical sciences; behavioral, social, and economic sciences; computer, data, and mathematical sciences; modeling and simulation; cybersecurity; artificial intelligence; detection sciences; electrical and mechanical engineering; communications and network engineering; and autonomous systems. They conduct basic and applied research to build knowledge and understanding of emerging technologies, scientific advancements, and evolving threats and hazards.

Position Summary: Design and produce science communication products for the Technology Centers Division Front Office, in coordination with TCD program managers, subject matter experts, TCD leadership, and S&T's Communications and Outreach Division. Provide insight and advice concerning TCD communications strategy. Interface effectively with internal and external stakeholders as needed. Draft written work products and edit documents for content, format, flow, and integrity in conformance with best practices. Work products may include: press releases, fact sheets, newsletters, web content, social media posts, research summaries, knowledge products, presentations, reports, or briefing materials.

This role is expected to require limited travel (< 10%).

• Advanced degree or such equivalent credits/certifications + 6 years of relevant experience or 14 years of relevant experience
• SECRET clearance (or Eligibility to obtain a minimum of an Interim Secret clearance)
• Eligibility to obtain DHS access and Suitability

• Advanced degree in science, engineering, or a related field.
• Experience in science writing and document editing.
• Experience in design and development of outreach materials, presentations, fact sheets, press releases, publications, newsletters, social media posts, and templates.
• Experience developing and implementing communications plans.
• Ability to quickly grasp complex technical concepts from a broad spectrum of scientific domains and make them easily understandable.
• Ability to determine the suitability of material for different target audiences.
• 5+ years of experience within the national security environment.
• Candidates with a Secret clearance and DHS Suitability are strongly preferred.
• Candidates with eligibility to obtain Top Secret/SCI are strongly preferred.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
