Responsibilities

A&AS – Epidemiology Subject Matter Expert (SME) 

This position will function as an Advisory and Assistance Services (A&AS) Epidemiology Subject Matter Expert (SME) for the DTRA Cooperative Threat Reduction (CTR) CTR works cooperatively with partner governments to reduce the threat to the U.S. and its allies from WMD and related materials, technologies, and expertise, including associated delivery systems and infrastructure. CTR Africa works to strengthen the capabilities of partner nations and the international community to prevent, detect, and prepare for outbreaks caused by high threat pathogens.  

 

The Epidemiology SME role is technical in nature, serving as an infectious and zoonotic disease epidemiology subject matter expert (SME) for the CTR Africa department, within the Advisory and Assistance Services (A&AS) Team. This position will serve as a technical expert in the development, review, and monitor/management of a number of epidemiological disease surveillance and health emergency preparedness/response policy/programs/systems, health capacity-building biosurveillance projects, and engagements for CTR clients The desired candidate will have prior experience and training in designing, conducting, analyzing, interpreting, and evaluating epidemiological studies and health security programs with emphasis or specialization in One Health. This position will work collaboratively with other SMEs and the project management team on the aforementioned tasks.   

 

DUTIES 

  • Provide comprehensive epidemiology expertise to assess, evaluate, and recommend solutions to resolve the multitude of technical issues that may evolve in conjunction with the CTR Program. 
  • Provide infectious disease epidemiology and public health expertise to support multidisciplinary and multinational research project development and implementation.  
  • Provide expertise in public health and epidemiology principles, including infectious disease surveillance/monitoring and reporting systems/programs, and epidemiological study design, analytic methods, outbreak investigation, Public Health Emergency Operation Centers, and electronic disease reporting technologies/tools. Team member should understand policies, strategies, and available technologies/tools to improve prevention, detection, and control of infectious diseases, with specific focus on approaches to prevent emergence and spread of diseases  
  • Provide expertise in the area of field epidemiology and health emergency preparedness and management training to assist in the review of training materials developed by CTR government partners and contractors across all program countries. 
  • Support CTR leadership in defining regional and technical requirements, establishing long-range plans, defining project and program success factors, and implementing assessment methodologies for achieving consistent, systematic processes. 
  • Make recommendations to CTR leadership and facilitate the identification of trends and the desired future state for the program abroad. 
  • Document best practices across all programs, draft lessons learned, and make recommendations to adapt, apply, and embed those practices throughout the project life cycle. 
  • Provide support for organizational development, process implementation, trend monitoring, and continuous process improvement with an emphasis on ensuring critical needs are addressed in a timely manner 
  • Work across project and contractor teams to meet science and policy objectives in accordance with program cost, schedule, and performance requirements. 
  • Conduct needs assessments, gap analysis, acquisition support, and performance validation and sustainment. 
  • Provide holistic review, with an emphasis on epidemiologic methods, of various documents for biosurveillance project proposals, trainings, conference materials, manuscripts, statements of work, project plans, etc. 
  • Support selection, award, monitoring, and tracking of biosurveillance projects.  
  • Assists Country Managers in development of epidemiology-related engagements for partner countries. 
  • Supports development and delivery of written and oral reports based on analysis and synthesis of work. 
  • Support technical aspects of projects engaging partner countries across Africa including activity design and development.  

 

Required Qualifications

  • Secret level clearance (minimum) OR Ability to obtain Secret clearance 
    • US Citizenship
  • A master’s degree (MPH) or higher in Epidemiology is required 
  • 6+ years of proven work experience as an epidemiologist or similar role. 
  • Strong scientific and epidemiological research/study methodology and analytic skills.   
  • Experience in planning, monitoring and evaluating, and advising on biosurveillance and health emergency preparedness and management policy, programs, systems, and technologies.  
  • Experience in designing, analyzing, and evaluating field epidemiology training programs with emphasis in One Health training.  
  • Ability to be on site in Lorton, VA, up to 100% of the time. 
  • Travel up to 25% of the time 

Desired Qualifications

 

  • Experience working on health security with international partners, in low-to-middle income countries' health settings, or with the US government.  
  • Experience writing, co-authoring manuscripts, and technically evaluating of grant proposals 
  • Knowledge of applied epidemiological studies and associated methodologies. 
  • Knowledge of international standards and frameworks of health security programs.  
  • Knowledge of biological threats 
  • DTRA CTR or Weapons of Mass Destruction (WMD) or Counter WMD experience.
  • Excellent writing, time management, and organizational skills. 
  • Excellent communication, consulting, and problem-solving skills. 
  • Experience in infectious disease surveillance, infectious disease epidemiology, global health, health security, and one health

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

Posted Salary Range

USD $109,100.00 - USD $170,450.00 /Yr.
