Responsibilities

Noblis ESI is seeking a Project Engineer for their Chantilly location to: 


-Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the
assigned groups and programs/projects
-Provide technical guidance and recommendations related to the integration of National Systems-based capabilities into Department of Defense (DoD) combat systems, platforms, and architectures.

-Assist the PM/COTR during development of RFP packages and coordinate completion of technical evaluation of proposals received in response to RFPs

-Lead IPT meetings and review process boards to include but not limited to ERBs, CCBs, and PMRs to ensure development contractors are meeting program requirements and schedule

-Serve as technical expert in their assigned area

-Support the PM in multiple areas which include program management, systems engineering, analytic support, technical analysis, user requirement management/development, architecture, and customer outreach and support 

-Other responsibilities include administrative and technical support to the Government leadership team, internal cross tower coordination, external mission partners and other DoD/IC customers

Required Qualifications

  • Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph
  • Bachelor's degree and 8+ years of relevant experience. 
  • 8 years of experience in Project and Acquisition Management, with emphasis on Government acquisition in DoD or IC Experience with systems engineering techniques and documentation.
  • Fundamental understanding of DoD and IC tactics, techniques, and procedures including CONOPS, architectures
  • Have a thorough understanding of the data links, satcom links, and Airborne ISR
  • Have a basic understanding of other intelligence disciplines (i.e., SIGINT, GEOINT).
  • Ability to problem solve in a rapidly changing environment and interface with the customer daily
  • Track and respond to office tasking, build and present program briefings, and update project schedules and calendars
  • Ability to work independently with minimal supervision and perform other duties as assigned
  • Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously
  • Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment
  • Must be able to demonstrate excellent relationship building and management skills
  • Must be able to travel

Desired Qualifications

  • Master’s Degree
  • Significant experience and a comprehensive understanding of the NRO acquisition process. This includes all associated MID tools (i.e., FTO, FIT), processes (i.e., PIF, FUNFIT), financial reporting systems (i.e., FiRST), contracts (i.e., RCAPs), and documentation (i.e., MIPRs, SOW, IGCE).    
  • Advanced skills in writing, reviewing and editing of technical reports, statements of work, white papers and other technical and programmatic documents
  • Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians and military officers
  • Ability to build and present technical briefings and reports with specific knowledge of SIGINT, GEOINT, MASINT, or Multi-INT

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.


 

Posted Salary Range

USD $125,500.00 - USD $196,075.00 /Yr.
