Responsibilities

Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center (NSWCPD) in their missions to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings.  Noblis MSD is seeking a Scrum Master to support U.S. Navy programs.  You will provide program management, engineering and technical assistance support in the Philadelphia Navy Yard.

 

 

Noblis MSD is seeking a Technical Project Scheduler to provide on-site programmatic and technical support to Naval Surface Warfare Center Philadelphia Submarine programs, and to directly support US Navy programs; we are the Prime on these contracts.  This is a new position and a great opportunity to work up into a Program Manager role!   Responsible for managing timelines, resolving technical problems, project control support and coaching team members on Agile methodologies. The candidate will utilize project management tools for customized project reporting to engineering leads, program leadership, and sponsors. Responsibilities include:

 

Job Duties Include:

  • Provide hands-on expertise support developing  and updating large complex project schedules.  Working closely with key stakeholders to analyze the schedules, identify risks to schedule success, doing contingency analysis, and generating “What If” schedules throughout project life cycle while tracking changes, resources, and cost in Oracle Primavera (P6) and Microsoft Project
  • Define tasks, establish task durations, define relationships, imposing constraints, collect status, establish the coding and structure of schedule.
  • Apply project management principles and practices, including EVM, in developing schedules
  • Good knowledge of other Agile frameworks
  • Support testing and troubleshooting efforts (lab-based and shipboard) for Submarine Communication and Electromagnetic Systems (BST-1, ELMR, AN/BST-1, AN/BRR-6( ), AN/BRR-6C, AN/BRA-24( ), SubHDR Universal Modular Mast (UMM), High Data rate (HDR), Multi-Function Mast (MFM), Integrated Electronic Mast (IEM), Photonics Mast Program (PMP), Multifunction Modular Mast (MMM), Photonics Mast Common Dip Loop (PMPCD) and the Low Profile Photonics Mast (LPPM)).
  • Develop, review, update, and execute test plans/procedures.
  • Evaluate technical information received from the Fleet (Fleet messages, advisories, etc.).
  • Develop, review, update technical documentation.
  • Provide engineering support for design, repair, installation, modification, maintenance, and operation of systems.
  • Interpret the technical data/information to determine applicability and importance of information for required database entries
  • Track data/information within the database, as well as provide action item tracking for the engineering program.
  • Provide program coordination and facilitation within the program engineering teams.
  • Technical writing and editing

Interface with key stakeholders/clients (virtually and in-person) to produce resource-loaded schedules, progress reports, point/risk assessments and critical path analyses.

 

 

Required Qualifications

  • Bachelor’s degree in Business, Engineering, or related managerial or technical field with 3-4 years of professional experience and 5+ years work experience in program support
  • 3 - 4 years project scheduling and critical path analysis using MS Project and/or Oracle Primavera (P6)
  • Secret Clearance or the ability to obtain Secret clearance prior to start date

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

Posted Salary Range

USD $61,600.00 - USD $96,250.00 /Yr.
