Responsibilities

The Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) manages our Nation’s investments in chemical, biological, radiological, and nuclear (CBRN) defense equipment and medical countermeasures (MCMs).

The JPEO-CBRND leads, manages, and directs the acquisition, fielding and sustainment of CBRN sensors, protective equipment, medical countermeasures, specialized equipment for U.S. Special Forces, integration and information management systems, and defense enabling biotechnologies. The organization also works closely with various government agencies that need CBRN defense equipment. Within JPEO-CBRND, Enabling Biotechnologies enables the rapid development, manufacture, and fielding of safe and effective medical solutions across the full product spectrum, including development, clinical trials, manufacturing, and validated biological threat detection materials. These solutions support programs across the JPEO-CBRND portfolio by lowering product development risks and accelerating product maturity.

The Medical Countermeasure Development SME will be responsible for and not limited to:

  • Working with a team to develop a medical countermeasure database and web application for JPEO-CBRND.
  • Evaluating the requirements for medical countermeasure information required for database inclusion.
  • Reviewing medical countermeasure -related technical reports and other sources of data.
  • Participating in development of data tables, user interface mockups, and decision support features.
  • Developing high quality deliverables, such as program status reports, PowerPoint briefings, and read-ahead materials.
  • Organizing, coordinating, and participating in meetings, and discussions to include with the JPEO-CBRND.
  • Communicating database development progress and the relevant impact to technical and non-technical audiences.
  • Assisting with planning database and application transition to end users and customers.
  • Participate in end user engagements to include activities such as gathering user stories, providing training on the database and application, facilitating end user testing/acceptance testing, and potentially participating in a military exercise to test the database and application.
  • Participate in Noblis Sponsored Research efforts within the life sciences.

 

Hybrid role - up to 3 days on-site

Required Qualifications

  • US Citizen and able to obtain a Public Trust Clearance and Secret clearance.
  • PhD in Microbiology, Molecular Biology, Biochemistry or related scientific field
  • 15 Years of Experience
  • Expertise in medical countermeasure development

 

Other Relevant Skills and Experience:

  • Experience with medical countermeasure development from discovery to preclinical studies.
  • Experience with animal models for DoD-relevant diseases.
  • Demonstrated collaboration with R&D, manufacturing, nonclinical, clinical, and regulatory teams.
  • Demonstrated skill in conceiving, planning, and conducting research of considerable scope and complexity requiring unconventional or novel approaches and sophisticated research techniques.
  • Demonstrated experience in the use of advanced techniques, theories, precepts, and practices required in medical countermeasure development.
  • Demonstrated creativity, foresight, initiative, and mature judgment in anticipating and solving unprecedented problems.
  • Excellent communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities.
  • Experience providing guidance, feedback, and consulting services to federal program managers.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.

Desired Qualifications

  • DoD experience is highly desirable
  • Select Agent experience is highly desirable
  • Experience successfully demonstrating the ability to independently conduct the appropriate analysis to offer recommendations, solution, and alternatives to resolve R&D issues, concerns, problems, or methods.
  • Peer-reviewed publications in infectious disease research are highly desirable.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

Posted Salary Range

USD $132,000.00 - USD $206,250.00 /Yr.
