DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. Within S&T, MCS executes Research, Development, Test and Evaluation (RDT&E) to transition solution approaches, technologies, and knowledge products in support of DHS Component customers including U.S. Coast Guard (USCG), the Transportation Security Administration (TSA), Customs and Border Protection (CBP), the U.S. Secret Service, the Federal Emergency Management Agency (FEMA), Immigration and Customs Enforcement (ICE), the Cybersecurity and Infrastructure Security Agency (CISA), Federal, State, Local Tribal and Territorial (FSLTT) first responders, and the larger Homeland Security Enterprise (HSE). MCS covers all DHS mission areas and serves 13 discrete customer portfolios. New teammates will support these efforts, as well as augment our existing team working on rapidly developing technology in response to evolving threats.

 

We are actively seeking to identify personnel with financial management, budget analysis, and acquisition experience to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of DHS S&T MCS.


This is currently a hybrid position requiring staff to be in-person at the DHS S&T client site in Washington, DC as needed in accordance with the requirements of the contract.

 

Key Job Responsibilities:

  • Provide preparation, analysis, and entry into relevant systems of budget and financial data.
  • Prepare pertinent briefing materials, business resources and financial reports, and provide business and programmatic support. 
  • Present and communicate information to stakeholders in a clear and concise manner.
  • Provide verification and assessment of budget and financial data, evaluation of compliance with applicable policies and procedures, and support for independent business and financial analysis and reviews.
  • Contribute to budget strategy and develop and maintain financial spreadsheets and databases, including budgets and spend plans.
  • Monitor and track funding, obligations, and schedules; utilize financial databases and reports; provide financial analysis and presentations; support cost proposals and document financial processes. This includes monthly collection and analysis of technical and cost reports from funded contracts.
  • Consult clients on adjustments to the overall budget in response to budget cuts and shortfalls, opportunities for unplanned funds, and mitigation strategies for schedule changes affecting finances. 
  • Serve as the primary MCS Financial and Budget Team point of contact for at least one MCS technical division providing relevant updates regarding the status of funding, guidance related to execution of funds, and assistance completing budget and finance related taskers including Resource Allocation Planning (RAP), Spend Plan development, and Congressional and Office of Management and Budget Justifications (CJ and OMBJ respectively).
  • Gather and consolidate program and project related financial data from multiple DHS systems (STATS, FFMS, SharePoint, etc.). 
  • Interact with and maintain rapport with other DHS and S&T entities, including the S&T Finance and Budget Division (FBD), Contract Acquisition Program Support (CAPS) and Office of Procurement Operations (OPO). 
  • Provide professional/technical services in support of acquisition planning through solicitation, award, performance, final payment, and preparation for close-out for the full range of contractual instruments used by Government.
  • Advise, develop, and review procurement requests (PRs), contract, and other acquisition packages, including Acquisition Plans (APs), Acquisition Strategies (AS), Independent Government Cost Estimates (IGCEs), Justification and Approvals (J&As), Determination and Finding (D&F), etc., ensuring adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements.
  • Provide professional/technical services in support of acquisition planning through solicitation, award, performance, final payment, and preparation for close-out for the full range of contractual instruments used by Government.
  • Contribute to project management and oversight of programs, projects, and activities by managing scope, schedule, and budget and interacting with stakeholders internal and external to S&T.

Required Qualifications

  • Bachelor’s and 5+ years of relevant experience or Master’s and 3+ years of relevant experience.
  • Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
  • Applicants selected must be eligible to receive DHS Suitability.

Desired Qualifications

  • Demonstrated experience performing budget and financial analyses.
  • Demonstrated experience with budgeting and financial analysis in a federal R&D setting inclusive of knowledge of different types of funding received by federal R&D agencies.
  • Demonstrated knowledge of and experience supporting the federal Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Experience providing direct or consultant support to major government programs or offices which require varying types of strategic budgeting support.
  • Strong interpersonal skills to establish effective working relationships.
  • Strong project management skills.
  • Experience with federal government financial and procurement documentation, forms, and processes.
  • Experience and proficiency working with Microsoft Office (Word, Project, Excel and PowerPoint) and collaboration sites (Microsoft SharePoint, Teams).
  • Excellent verbal and written communication and organizational skills.
  • Experience working on multiple projects which includes prioritizing, tracking, attention to detail, follow-up, and follow-through to project completion.
  • Flexibility/Adaptability to work in a fast-paced environment.
  • Experience providing consistent and clear communication to program managers and senior leadership.
  • Experience supporting DHS components (e.g., TSA, CBP, FPS, CISA, DNDO/CWMD, USCG, ICE) or other federal agencies.
  • Experience developing communications materials for publication, internet, strategic initiatives, user manuals, training materials, installation guides, functional system descriptions, special reports, white papers, reports, etc.
  • Experience with stakeholder engagement and management.
  • Experience developing Standard Operating Procedures (SOPs) and processes to guide the completion of work streams.
  • Candidates with DHS Suitability are strongly preferred.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

Posted Salary Range

USD $67,800.00 - USD $105,975.00 /Yr.
