The Program Analysis - Technology Transfer role will be responsible for and not limited to:

  • Working closely with the ARPA-H Program Manager and ARPA-H leadership on administrative and program management problems.
  • This may include monitoring project performance and reviewing deliverables to ensure technical and programmatic goals and objectives are met and identify possible program risks, including:
    • Providing support to Portfolio and Program Managers in their continued engagement with ARPA-H customers on the receipt, prioritization, and regular reporting of their operational capability gaps.
    • Performing routine tasks including, but not limited to, scheduling, writing internal memos, maintaining and updating Program Management records, filing, intranet website maintenance, preparing and reviewing presentations, records maintenance, and coordinating daily operations of the assigned program.
    • Providing assistance in managing and responding to program-aligned data calls, compiling information, and preparing information for reporting to senior leadership.
    • Assisting with planning technology transitions to the respective operational customer.
  • Facilitate collaboration between researchers and ARPA-H stakeholders and customers.

  

This is a hybrid position and will require up to 3 days on-site.

 

Required Qualifications

  • US Citizen and able to obtain a Public Trust Clearance
  • Demonstrated creativity, foresight, professionalism, and mature judgment in anticipating and solving financial, business, administrative, or program management problems.
  • Demonstrated proficiency using modem PC computer techniques, systems, and tools such as Microsoft Word, PowerPoint, Project, and Excel.
  • Experience in establishing strong working relationships with R&D program managers as well as organization leadership; tracking task order efforts to rapidly identify and resolve potential and new problems; and identifying and resolving administrative and contractual issues related to a support services contract is required.
  • Experience monitoring project development performance and reviewing deliverables to ensure technical, programmatic, and financial goals and objectives are met and identify possible program risks.
  • Excellent communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with presentation graphics and/or spreadsheet tools.
  • Experience providing guidance, feedback, and consulting services to federal program managers.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
  • Experience preparing and reviewing presentations, reports, project schedules and weekly status inputs.

 

Mid-Level 

  • Technical experience in projects related to health
  • Bachelor's degree +3+ years of relevant experience or additional years of experience
  • Compensation: $74,500 - $158,000

 

 Senior-Level 

  • Senior-level technical experience in projects related to health
  • Masters + 8+ years of relevant experience or additional years of experience
  • Compensation: $109,100 - $190,900

 

Senior-Level/Manager 

  • Senior-level technical experience managing R&D projects
  • Masters + 8+ years of relevant experience or additional years of experience
  • Prior experience managing staff and/or leading teams
  • Compensation: $120,100 - $210,200

Desired Qualifications

  • Program analyst experience preferably in an R&D environment.
  • Demonstrated experience in the following:
    • Developing briefings to technical and non-technical audiences;
    • HHS policies and regulations; and interacting with multiple internal and external personnel with excellent communication, project management, and organizational skills on a daily basis.
  • Previous healthcare experience is desirable with at least one (1) year working with ARPA (e.g. IARPA, DARPA, HSARPA, ARPA-E).
  • Flexibility and adaptability to work in a fast-paced environment as well as creativity to propose new ideas to enhance communication products.
  • Collaborating with Program Managers and Subject Matter Experts (SMEs) to gather information related to development and transition.
  • Demonstrated experience developing strategies for technology transfer
  • Demonstrated experience providing communications, writing, and editing guidance to teammates.
  • Excellent written and oral communication skills as well as organizational skills.
  • Ability to work on multiple projects simultaneously inclusive of demonstrated experience prioritizing, tracking, and adjusting work streams as required with sufficient attention to detail to ensure efficient follow-through to project completion.
  • Experience providing consistent and clear communication with all levels of the government, including senior leadership.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $74,500.00 - USD $210,200.00 /Yr.
