Responsibilities

We are seeking personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support multiple clients within the Office of the Secretary of Defense (OSD).

 

The Office of the Deputy Assistant Secretary of Defense for (ODASD) Environment & Energy Resilience (E&ER) establishes policy and governance for programs and activities that enable resilience and cyber-secure energy for weapon systems and installations. This includes budgetary, policy, and management oversight of programs related to climate change, compliance with environmental laws, prevention of pollution, management of natural and cultural resources, and cleanup of contaminated sites, as well as energy resilience, risk, and performance.

 

As a Product Owner, you will be a valued member of a collaborative team of talented software engineers, developers, managers, and clients in a fast-paced development environment. The team is working to improve the management of the Department of Defense’s research and development (R&D) programs.

 

Qualified candidate will provide expertise for full life cycle development and support to this critical program, including:

  • Serve as Product Owner for a pre-Production web application
  • Translate client needs into requirements for developers
  • Facilitate management of a DoD Change Control Board (CCB), including managing meetings and tracking baselines and change requests.
  • Prioritize requirements and plan sprints in coordination with other Product Owners.
  • Work with the Scrum Master to improve team performance and consistently deliver quality software on time and within budget
  • Improve yourself and your team through ongoing idea-sharing, collaboration, and problem-solving.
  • Recommend innovative solutions to improve our products
  • Provide input on solutioning and/or UI/UX designs
  • Participate in release activities and troubleshooting with developers

Qualifications

Required minimum skills and knowledge:

  • Bachelor’s or Master’s degree with 5+ years’ experience as a Product Owner or business analyst for software development projects
  • U.S. Citizen
  • Experience with software requirements analysis or solution design
  • Experience working directly with clients to understand business needs and develop requirements
  • Ability to make decisions with limited client direction
  • Experience working with Jira or other requirements gathering, collaboration, and agile scrum planning tools
  • Understanding of principles of software testing, development, and/or management, and the full software development life cycle
  • Ability to work both independently and as part of a team on multiple tasks using Agile Scrum
  • Effective verbal and written communication skills to convey technical solutions with the development team, clients, and other stakeholders
  • Strong self-organization and self-management skills, with emphasis on self-initiation and follow through
  • Strong professional (technical writing and presentation) and interpersonal skills.
  • Proactive, collaborative attitude
  • Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to public trust information

Desired skills and knowledge:

  • Experience with Federal Government Configuration or Change Controls Boards (CCBs); DoD CCBs preferred
  • Certified Scrum Product Owner (CSPO) preferred
  • Project Management Professional (PMP) preferred
  • Understanding of Federal IT Security processes and guidelines, such as FISMA and the DoD Cloud Computing Security Requirements Guide (CC SRG), preferred

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
