Responsibilities

Please note that this position is for upcoming work and it will be temporary for about 6-9 months.

 

The International Health Information Systems SME is a member of the New Country Assessment (NCA) team, which is a part of the Advisory and Assistance Services (A&AS) team supporting Cooperative Threat Reduction (CTR) Directorate, Biological Threat Reduction Program (BTRP). BTRP protects the United States, its Armed Forces, and our allies from biological threats by strengthening the capabilities of partner nations and the international community to prevent, detect, and prepare for outbreaks caused by pathogens.

 

The NCA Team is nested under the BTRP A&AS Science Team which provides interdisciplinary technical expertise and coordination to the BTRP mission throughout the acquisition life cycle: from initial needs assessments through engagement execution, closeout, and sustainment. The Science Team integrates with the Project Management (PM) team to enable consistent application of scientific and process rigor in project planning and implementation. A&AS Science Team’s advice and assistance contributes to execution of BTRP mission.

 

Assessment of a new country follows DOD/OSDP determination and authorization. It is a process involving open-source research, phone calls and meetings with USG and international partners for discovery and validation of information. These assessments gather information on the entirety of the capabilities of both human and animal health systems in an assigned country.

 

The International Health Information Systems subject matter expert (SME) is responsible for conducting new country assessments on partner country’s electronic biosurveillance, cybersecurity capabilities, and other topics related to health information systems. This position is directly responsible for conducting data gathering and synthesis in cooperation with all other subject matter experts on the assessment team as well as development and quality control of all deliverables for the assessments.

 

Responsibilities include:

  • Serve as the electronic biosurveillance and health information systems expert on the NCA Team as well as the larger Science Team; Advise client on the topics of expertise.
  • Conduct thorough research, analyze, and synthesize information (Phase 1 research) on overall potential prospective partner country capacities as they relate to BTRP mission by researching the following topics: electronic biosurveillance, health information systems, cybersecurity capabilities as well as other adjacent, relevant information domains.
  • Organize data in the presentation decks, Data Collection Forms, and other documents, as required by the NCA process.
  • Follow format, style and other client deliverable requirements; maintain consistency.
  • Analyze and document information received during Phase 2 interviews; incorporate new information into deliverables.
  • Be an engaged, helpful, and proactive member of the NCA Team, participate in and advance teamwork. Share IT expertise and assist other teams and individual staff, as needed.
  • Maintain awareness of the assessment schedules, meet deadlines. Anticipate and share issues related to potential schedule delays, recommend solutions.
  • Perform other duties as assigned.

Qualifications

  • Bachelors (B.A. or B.S.) Degree in a scientific or technical discipline.
  • 1+ years of relevant experience (health information systems.
  • Demonstrated proficiency with Microsoft Office tool suites as well as other relevant software.
  • Ability to work collaboratively (supporting teamwork) as well as independently (completing one’s tasks/deliverables.
  • Meeting deadlines and contributing to the team meeting milestone and schedule requirement.
  • Strong attention to detail. 
  • Excellent communication, critical thinking, and problem-solving skills.
  • U.S. citizenship.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
