Responsibilities

Noblis MSD is seeking a Navy Qualified Validator (NQV) to join our growing Cybersecurity team providing expert support to the

Assessment & Authorization (A&A) and Risk Management Framework (RMF) processes for Navy programs. The candidates roles and responsibilities will include:

  • IA/Cybersecurity policy compliance, reviewing A&A artifacts, A&A validation, and implementation and sustainment of security operations, Subject Matter Expertise in IA/Cybersecurity life cycle management, coordination, implementation, and sustainment.
  • Perform DoD Assessment and Authorization (A&A) activities in accordance with the RMF, and Platform IT (PIT) processes.
  • Develop, modify, and review A&A documentation, analyze the Cybersecurity architecture of IT systems for compliance with DoD policies, develop and execute security test plans, use security tools such as Assured Compliance Assessment System (ACAS), Security Content Automation Protocol (SCAP), and execution of Security Technical Implementation Guides (STIGs).

  • Assess the Cybersecurity risk of IT systems documenting them in formal risk assessments and supporting artifacts associated with the A&A process.

  • Review, update, and maintain information within Enterprise Mission Assurance Support Service (eMASS) system.
  • Coordinate with client and project stakeholders in support of the completion of A&A documentation and RMF processes.
  • Review RMF package documents for integrity and completeness regarding testing and risk analysis as a RMF Navy Qualifed Validator.

 

Qualifications

Must be appointed as Navy Qualified Validator (NQV) (also known as NQV Level II/III or Fully Qualified Navy Validator (FQNV)

Bachelor's Degree from an accredited university

8 years of Information Technology (IT), Cybersecurity, and/or Engineering experience

Hold one of the following certifications: CISSP, CAP, CASP+, CISM, GSLC

Demonstrated experience with Risk Management Framework (RMF) process

Experience with eMASS system

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
