Responsibilities

Noblis MSD’s mission is to support the Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center (NSWCPD) in their missions to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings.  Noblis MSD is seeking to hire a Team Manager to provide program support to several of our programs at the Philadelphia Navy Yard and its detachments in Fleet Concentration Areas.

 

The Team Manager will oversee programmatic, financial, and technical related tasking. The candidate must be able to perform the following tasks, in addition to already assigned technical tasking:

  • Personnel/resource management, project coordination, and contract management activities.
  • Project team development, including hiring, mentoring, and leading team members client engagement on technical requirements, scope, and opportunities for business growth.   
  • Project Coordination including budgeting, scheduling, planning, estimating, and progress reporting. 
  • Support contract management related activities for all of the above management of day-to-day operational aspects of a project.
  • Identification of needed resources and assignment of individual responsibilities. 
  • Application of Noblis MSD methodology and enforcement of project standards.
  • Minimization of exposure and risk on projects.
  • Ensuring project documents and deliverables are completed and current.
  • Identifying areas for improvement in internal processes along with possible solutions.
  • Learn business development processes and contribute to the capture of new prime contracts and/or grow support of existing contract vehicles.
  • Strong understanding of analyst or technical work and the ability to impart knowledge on others.
  • Writes and conducts effective performance reviews and; mentors those with less experience.
  • Help team execute career development plans.
  • Review and approval of project team timesheets in a timely manner.
  • Reviews the status reports of team members and addresses issues as appropriate.
  • Complies with and helps to enforce standard policies and procedures.
  • Develops lasting relationships with client personnel that foster client ties.
  • Communicates effectively with clients to identify needs and evaluate alternative solutions.
  • Continually seeks opportunities to increase customer satisfaction and deepen client relationships.
  • Builds a knowledge base of each client's business, organization, and objectives.
  • Proactive in expanding client network and business development.
  • Develop a general understanding of the work performed for the clients supported by the project team.
  • Ability to effectively communicate client needs to our workforce, and effectively communicate best practices so that we can successfully support our clients.
  • Develop a very good understanding of Noblis MSD capabilities.

This will be a hybrid positon that will allow for work from home.  Postion can be based in Philiadelphia, PA; Norfolk, VA or San Diego, CA.

Qualifications

The Team Manager candidate must have:

  • Bachelors degree from an accredited university, with minimum 5 years of related experience OR 10+ years Navy experience including 3+ years of managerial experience. 
  • PMP certifcation a plus.

Desired skills and knowledge:

  • Excellent verbal and written communication skills.
  • Must exhibit strong leadership skills.
  • Organized and detail oriented.
  • Must be able to obtain/maintain a SECRET clearance.

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
