The Department of Defense’s (DoD) Cooperative Threat Reduction (CTR) Program - implemented by the Defense Threat Reduction Agency (DTRA) – works cooperatively with allies and partners to reduce or eliminate WMD threats. The cooperative nature of the DoD’s CTR activities strengthens regional alliances deepening existing partnerships and attracting new partners.


Role Description

Noblis is looking for an Agreements Specialist to support the CTR Biological Threat Reduction Program (BTRP) mission as a member of the Advisory and Assistance Services (A&AS) conract team. The Agreements Specialist advises the BTRP client and A&AS team on assigned aspects of agreements planning and management. The Agreements Specialist reports to the A&A Team Lead. His/her primary client interface is the BTRP Interagency Agreements Manager.


General activities are as follows:

  • Proactively undertakes activities with limited direction or supervision:
  • Manages overall timeline for interagency orders.
  • Generates documentation to establish agreement (e.g., 801 cert waiver, 7600 A/B, D&F).
  • Compiles requirements into draft SOW.
  • Distributes technical and budget proposals for review.
  • Receives deliverables, such as monthly, quarterly, and annual reports, and escalates deadline compliance issues to Department Chief.
  • Monitors and distributes deliverables, such as monthly, quarterly, and annual reports, for review and acceptance.
  • Maintains all PR and acquisition documents, and works with Project Support Teams to complete PR packages.
  • Processes no-cost extension requests when required.
  • Conducts close-out activities at the end of the period of performance.
  • Executes de-obligation activities when required.
  • Supports the development and maintenance of the BTRP SharePoint Agreements portal content.
  • Supports the Agreements Manager with additional activities:
  • Facilitates communication between Country Teams and Agencies.
  • Establishes contact with Servicing Agency home office staff.
  • Communicates overall process to BTRP.
  • Submit Request for Proposal to Servicing Agency home office.
  • Facilitates proposal negotiation process between agencies.
  • Facilitates quarterly progress review meetings between BTRP and Servicing Agency.
  • Manages modifications and fund allocations (as required).
  • Tracks Unliquidated Obligations (ULOs) and works with CTR Finance and Servicing Agency home office to pull back unused funds.


Required Skills:

  • Bachelors (B.A. or B.S) or Masters (M.A. or M.S.) with 3-10 years of acquisitions agreements or related experience
  • Track record working in a matrixed environment, coordinating work across large, diverse teams, and being an effective and collaborative team member.
  • Experience building effective relationship with clients and other stakeholders, understanding client’s requirements and contribution to organization’s meeting client expectations.
  • DoD SECRET clearance or higher.

Desired Skills

  • Familiarity with Cooperative Threat Reduction with experience related to DTRA CTR preferable.
  • International work experience.
  • Project Management Professional certification
  • Excellent verbal and written communication and organizational skills.
  • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion.
  • Flexibility/adaptability to work in a fast-paced environment.
  • Candidates with a Secret, Top Secret, or Top Secret/SCI clearance are preferred.
