Responsibilities

The Department of Defense’s (DoD) works cooperatively with allies and partners to reduce or eliminate weapons of mass destruction (WMD) threats.  The cooperative nature of the DoD’s activities yields a secondary benefit of strengthening regional alliances, deepening existing partnerships, and attracting new partners.  


We are looking to hire a Cybersecurity Specialist to support the Defense Threat Reduction Agency – Cooperative Threat Reduction (DTRA CTR) Advisory and Assistance Services (A&AS) contract in its mission in cooperation with partner nations.  This is a position for a capable professional with experience working for federal agencies in the role of Information Systems Security Officer (ISSO) or Information Security Services Manager (ISSM). Job duties include managing Security Technical Implantation Guides (STIGS), Continuous monitoring, Privacy Controls, ATO's, System Security Plans, and must possess excellent communications skills to effectively interface with government clients and cyber security specialists.

 

Responsibilities for the position include, but are not limited to:

  • Work closely with DTRA information assurance and cyber security offices to ensure that all CTR systems are certified and accredited, operated and maintained in compliance with DoD and DTRA cybersecurity requirements. 
  • Ensure all security certifications and accreditation documents in relation to all managed systems are up-to-date.
  • Assess changes in the system, its environment, and operational needs that could affect authorization
  • Attend and brief the Configuration Control Board (CCB) and Engineering Review Boards (ERB) as required
  • Perform risk assessments and make recommendations to DoD agency customers
  • Information assurance for systems that conform to DOD, DTRA, CyberCom requirements to include those that are needed for PII storage, and the encryption of information.
  • Additionally, the contractor shall assist CTR to develop and justify information systems, providing the technical interface between CTR managers and the DTRA Chief Information Officer (CIO) Office. The contractor will work closely with DTRA regarding any requirements for communication and data sharing among CTR, DTRA and DOD platforms, as needed. The contractor shall provide secure storage for disk packs and cleared media.

Qualifications

Required Qualifications:

  • The candidate must possess a Bachelor’s degree and at a minimum 3 years of relevant experience
  • ISSO/ISSM or relevant cybersecurity experience
  • Relevant work experience in the areas of Information Systems Security employed by Federal Agencies
  • Experience with ATOs, System Security Plans, Standard Operating Procedures, Plans of Actions and Milestones and Remediation Plans
  • Experience with reviewing and completing Security Technical Implementation Guides/STIGs
  • Experience with continuous monitoring and completing monthly, quarterly and yearly controls
  • Self-motivated with ability to work independently
  • Excellent communication skills and experience working directly with clients and government cyber security counterparts
  • Experience working with developers and engineers on managing system vulnerabilities, to include reviewing results of custom software security scans
  • Active Top Secret Security Clearance
  • Must have professional certifications (e.g., CISSP, CISM, CASP, CISA, Security+)
  • Active DoD TOP SECRET clearance, or ability to obtain a U.S. clearance
  •  

Desired Qualifications:

  • Experience using eMASS as a system certification and accreditation tracking tool
  • Excellent communication, written, and organizational skills.
  • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up, and follow-through to project completion.
  • Flexibility/adaptability to work in a fast-paced environment.
  • Candidates with a Top Secret or Top Secret/SCI are preferred.

· Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
· Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions
