The Department of Defense’s (DoD) Cooperative Threat Reduction (CTR) Program works cooperatively with allies and partners to reduce or eliminate WMD threats. The DoD’s CTR Program is implemented by the Defense Threat Reduction Agency (DTRA) in alignment with the 2022 National Security Strategy, 2022 National Defense Strategy, the Nuclear Posture Review, and the DoD Countering Weapons of Mass Destruction Strategy. The cooperative nature of the DoD’s CTR activities yields a secondary benefit of strengthening regional alliances, deepening existing partnerships, and attracting new partners.  


Role Description:

Noblis is looking to hire a Junior Policy Analyst to support the DTRA CTR directorate’s Program Integration (PI) department. PI’s Policy & Strategy team is responsible for mapping short-, mid-, and long-term threats to the CTR program posed by a variety of technologies, including (but not limited to):

  • Non-proliferation
  • Advanced biological and chemical weapons capabilities
  • Quantum computing
  • Hypersonic capabilities
  • Space access
  • Un-crewed vehicles
  • Artificial intelligence and machine learning
  • Additive manufacturing
  • Arctic environment
  • Competition with China
  • Movement of high technology components to support RU war effort
  • The evolving threat of violent extremist organizations (VEO) threats of acquiring WMD/Weapons of Mass Effect (WME)


The Policy Analyst will contribute research into these topics and other aspects of CTR program mission implementation. This position will support programmatic and resource decisions as needed under the direction of the Chief of Program Integration. Responsibilities for the position include, but are not limited to:


  • Assisting in researching the commercial development and subsequent proliferation of these technologies/new and novel threats as potential threats to U.S. National Security.
  • Understanding the application of these technologies to the CTR mission set and analyzing their impact on existing and proposed policy priorities.
  • Reviewing and evaluating legal, regulatory, and policy constraints on technologies that have military usage or potential military capabilities.
  • Researching existing policy guidance for developing dual-use technologies for military purposes for the United States/Allies, peer-competitors, and VEOs.
  • Gathering and interpreting data to understand threats and opportunities associated with emerging technologies and CTR’s counter-proliferation mission.
  • Communicating with stakeholders to determine the needs and goals of CTR policy development regarding emerging threats.
  • Preparing written materials in support of meetings across CTR programs regarding the integration of emerging threats into policy planning.
  • Monitoring and assessing publicly available legislative and policy developments that impact CTR mission.




Required skills and knowledge:


  • Education/Experience: Bachelor’s degree in relevant field with three years' professional experience.
  • Clear writing, clear thinking, and clear speaking skills.
  • Academic and/or professional experience with policy research, regulatory analysis, and/or emerging technologies/new and novel threats, non-proliferation.
  • Academic or professional experience relating to international relations, information age threats, and/or relevant proliferation studies.
  • Ability to work with a team and across other teams within an organization.
  • Excellent grasp of Microsoft Office Suite.
  • Experience with open-source research execution and methodology.



Desired Qualifications:

  • Familiarity with DTRA Cooperative Threat Reduction program and efforts.
  • Familiarity with nonproliferation obligations, approaches, and objectives.
  • Proven professional track record of communication, written, and organizational skill.
  • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion.
  • Flexibility/adaptability to work in a fast-paced environment.
  • Candidates with a current Secret clearance are preferred.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
