This is an opportunity for someone with excellent client engagement, technical writing, communication and outreach, and executive administration skills and experience to join a dynamic team working with the Federal Aviation Administration (FAA) on the leading edge of aviation technology and to play a key role in the specification and implementation of the FAA’s mission-critical enterprise communications services. 

 

Noblis is seeking an Executive Project Coordinator & Analyst to directly support the Deputy Director of FAA’s Telecommunications Integrated Services Office (TISO) in a wide range of executive communication, technical writing, stakeholder outreach, and specialized administrative activities. The successful candidate will be part of a multi-disciplinary team and will have a detailed understanding of the National Airspace System (NAS) and the role of FAA’s programs in providing NAS services and meeting agency objectives.  The candidate must have the knowledge and skills to work directly with FAA executives in a dynamic and fast-moving environment, and must have the proven social and interpersonal skills to coordinate with a team of professionals who are both technical and non-technical to ensure the team maintains a positive and collaborative relationship with external stakeholders.

 

In this position, you can expect to provide executive communication, technical writing, project management, stakeholder outreach, and specialized administrative support to the TISO Deputy Director, his staff, and assigned project teams, including but not limited to:

  • Work closely with TISO leadership on day-to-day action and activity prioritization
  • Collaborate with multidisciplinary teams on a variety of technical and non-technical documents to edit materials in a manner that improves their quality and ensures that they are editorially correct
  • Maintain core program reporting information on TISO programs and capabilities
  • Collaborate to develop strategy and create messaging for program level briefings for internal FAA Audiences (e.g., PMO and TechOps Reviews, Program Monthly Report, Continuous Improvement Team (CIT), Joint Resources Council (JRC), OIB and so on).
  • Contribute to and edit white papers, briefings, status reports, and other communication packages being developed for FAA executives and outside organizations (e.g., Government Accountability Office; Office of Management and Budget; and Congressional inquiries)
  • Provide technical writing, executive communication, and stakeholder outreach consultation, advice, and assistance to TISO program staff
  • Help identify, develop, and retain appropriate presentation materials related to TISO programs and initiatives
  • Plan and execute special projects, either independently or as part of a multidisciplinary team, as required
  • Serve as the TISO POC for communications and stakeholder engagement initiatives; coordinate activities across the organization to ensure consistent and accurate messaging

Qualifications

  • Bachelor's Degree in Management, Communications, or related field or equivalent combination of education, technical training, or work/military experience.
  • A minimum of 5 years of experience.
  • Demonstrated experience writing and editing technical documents.
  • Strong grasp of language, including nuance and tone and ability to adapt writing style to different audiences.
  • Excellent verbal and written communication skills; must be able to communicate effectively with all levels of management.
  • Strict attention to detail and ability to review and edit a wide variety of documents for compliance, clarity, and proper use of terminology.
  • Demonstrable editing skills at the organizational, structural, sentence, fact-checking, and proofreading levels.
  • Ability to work independently and collaboratively.
  • Ability to prioritize tasks and work comfortably on deadline-driven proposal efforts.
  • Ability to be flexible and adaptable to frequently changing tasks based on client priorities.
  • Exceptional time management skills and willingness to work extended hours to complete tasks when needed.
  • Demonstrated leadership, influence, and collaboration skills.
  • Advanced proficiency in Microsoft Word, particularly the use of styles and creating templates.
  • Knowledge of SharePoint, Office 365 (Word, Excel, and PowerPoint) and ability to learn new applications.
  • FAA and/or telecommunications service provider experience preferred
