Responsibilities

Responsibilities: 

The Department of Defense’s (DoD) Cooperative Threat Reduction (CTR) Program works cooperatively with allies and partners to reduce or eliminate WMD threats. The DoD’s CTR Program is implemented by the Defense Threat Reduction Agency (DTRA) in alignment with the National Security Strategy, National Defense Strategy, and the DoD Countering Weapons of Mass Destruction Strategy. The cooperative nature of the DoD’s CTR activities yields a secondary benefit of strengthening regional alliances, deepening existing partnerships, and attracting new partners.

 

Role Description:

We are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of the Department of Defense’s program.  

 

Noblis is looking to hire a senior project lead to support CTR proliferation prevention and security and elimination missions. CTR works with partner nations around the world to establish border and maritime security capabilities that effectively counter WMD threats. The successful applicant will bring extensive international in-country experience across a client set to include DTRA, DoD more broadly, and the Department of State. Specific duties include but are not limited to:  

  • Provides specific WMD proliferation prevention expertise, including related to border security and maritime security;
  • Provides specific regional understanding and expertise;
  • Develops and delivers briefings for senior DoD officials;
  • Assists the government with requirements development, gap analysis, analysis of alternatives, and implementation;
  • Assists the government with drafting contract documents required for PR packages (Initial Strategy Session worksheets, Acquisition Strategy Review Documents, Market Research Reports, Statements of Work, Contract Data Requirement Lists, and others as required);
  • Supports Project Officer(s) to review proposals for programmatic fit/technical merit/logistics/cost realism/scheduling;
  • Supports Project Officer(s) by engaging with implementing contractors and other partners to ensure that contractual obligations are met; 
  • Supports Project Officer(s) to manage regional and country portfolios, including monitoring cost/schedule/scope, budget, deliverables, expenditures, and other needs;
  • Supports development of project level inputs for Program Objective Memorandum, Project Management Reviews, Annual Report to Congress, Annual Spend Plans, and metrics reviews as required.

Qualifications

REQUIRED SKILLS AND KNOWLEDGE:  

  • Education/Experience: 
    • MA/MS degree with 10 years experience;
    • BA/BS degree with 18 years experience;
    • No degree with 22 years of experience.
  • Experienced with the Federal Acquisition Regulation.
  • Demonstrated proficiency with Microsoft Office tool suites.
  • Demonstrated ability to write for Senior Leaders.
  • Ability to work collaboratively or independently.
  • Strong attention to detail, communication, critical thinking, and problem solving skills.
  • Ability to travel up to 25% of the time.
  • SECRET clearance or higher.

 

DESIRED SKILLS AND QUALIFICATIONS:

  • Experience working with the U.S. government on areas concerning national security.  
  • Familiarity with State-level and regional WMD threats. 
  • Familiarity with nonproliferation obligations, approaches, and objectives. 
  • International engagement experience. 
  • DTRA CTR or Counter-WMD (CWMD) experience
  • Excellent communication, written, and organizational skills.  
  • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion.  
  • Flexibility/adaptability to work in a fast-paced environment. 
  • PMP Certification.

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
