Technology and threats evolve rapidly in today’s ever-changing environment. In response, DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. Within S&T, the Office of National Laboratories (ONL) develops and utilizes a coordinated network of DHS and Department of Energy (DOE) national laboratories to deliver enduring capabilities vital to DHS and the national homeland security mission. ONL manages strategic, operational, maintenance and expansion efforts for ONL laboratory capabilities across five U.S. states (Alabama, Florida, Maryland, New Jersey and New York), requiring a range of capabilities to support these efforts.

 

This role provides expertise in the area of Biosecurity, providing technical insight into existing and emerging threats, and relevant technological advances. The role will use this technical expertise to better inform organizational decision-making, ensure up-to-date training and keep leadership informed of new developments.

 

Role functions may include:

 

  • Applying biosecurity domain expertise to requirements development, policy creation, security plans, SOPs, and more.
  • Maintaining an up-to-date understanding of the state-of-the-art in biosecurity, countering insider threats, national security, critical infrastructure protection, interagency security, industrial security, systems security and personnel security by reviewing publications and attending seminars, conferences, and other meetings on relevant topics.
  • Managing a comprehensive biosecurity training program that addresses the needs of high containment facilities.
  • Ensuring that security protocols are followed to maintain control of biological materials and sensitive and classified information.
  • Performing inquiries on an as-needed basis and producing timely and accurate reports, responses to inquiries, and development of client-driven requirements and deliverables.

Qualifications

Required Qualifications:

  • Master’s degree and a minimum of 10 years of relevant experience or Bachelor’s degree and a minimum of 18 years of relevant experience
  • Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
  • Active Top Secret-level Security Clearance with eligibility to obtain DHS access to Sensitive Compartmented Information (TS/SCI), and DHS Suitability

 

Desired Qualifications:

  • Programmatic or management experience supporting DoD and/or DHS components (e.g., TSA, CBP, FPS, CISA, CWMD, USCG, ICE).
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments. 
  • Strong communication and writing skills, targeting both technical and non-technical audiences, with proficiency in crafting narratives, reports, memos, presentation materials, etc.
  • Past experience in the area of biosecurity, with experience involving measures to protect Biological Select Agents and Toxins (BSAT) preferred.
  • Past laboratory-based biosecurity experience.
  • Past experience supporting Special Security Officer (SSO) duties in a federal facility.
  • Ability to work in a fast-paced environment, managing multiple tasks.
  • Experience facilitating resolution of customer requirements, including helping to identify and document capability gaps, formulate and develop technological solutions, and participate in and contribute to strategic discussions.
  • Strong communication and writing skills, targeting both technical and non-technical audiences, along with strong organizational skills.
  • Demonstrated meeting facilitation experience.
  • Familiarity with Microsoft Office (especially PowerPoint, Excel, and Project) required.
  • Top Secret-level Security Clearance with access to Sensitive Compartmented Information (TS/SCI), and DHS Suitability.

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.
