Technology and threats evolve rapidly in today’s ever-changing environment. In response, DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. DHS S&T supports basic and applied research, development, testing and evaluation (RDT&E) that provides the tools and knowledge products to support the Homeland Security missions of DHS components and first responders. DHS S&T supports these RDT&E activities at a range or performer and government facilities, including DHS S&T-run research facilities across the U.S.

 

This role serves as senior advisor to DHS S&T laboratory facility executive leadership providing strategic advice and analyses on program, financial, and operational activities to assist accomplishing laboratory RDT&E missions. The role will be expected to assist with implementing the laboratory’s strategic plan through action plan meetings to monitor progress and measure and report performance, guiding technical staff quality assurance, assisting management of regional technical working group meetings, and reviewing progress and output across a wide range of projects.

 

Role functions may include:

 

  • Providing to DHS leadership advice and analyses in the form of information, advice, opinions, alternatives, analyses, recommendations, program and technical management, program planning, and technical evaluation.
  • Reviewing, tracking, and responding to all inquiries from DHS S&T Leadership and providing support to adjacent DHS S&T organizations.
  • Holding internal strategic meetings to ensure progress and measure performance.
  • Developing, administering, and reviewing quality management policies and reviewing project status reports.
  • Overall project management, including reviewing project tasks, milestones and deliverables for the lab’s programs and projects.
  • Assisting in the management of the regional technical working group meetings by gathering requirements from stakeholders and managing stakeholder and membership lists.

Qualifications

Required Qualifications:

  • Master’s degree and a minimum of 10 years of relevant experience or Bachelor’s and a minimum of 18 years of relevant experience.
  • Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
  • Ability to obtain a Secret-level Security Clearance and DHS Suitability.

 

Desired Qualifications:

  • Operational, programmatic, or management experience supporting DoD and/or DHS components (e.g., TSA, CBP, FPS, CISA, CWMD, USCG, ICE).
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
  • Strong communication and writing skills, targeting both technical and non-technical audiences.
  • Front office support, program planning, and technical support experience preferred.
  • Strong organizational skills with demonstrated increasing levels of responsibility managing multiple teams and/or team members.
  • Demonstrated experience facilitating, documenting and producing follow up materials for collaborative meetings.
  • Experience providing guidance, feedback, and consulting services to federal program managers.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.  
  • Ability to work in a fast-paced environment, managing multiple tasks.
  • Microsoft Office proficiency (especially PowerPoint, Excel, and Project) required.
  • Strong technical writing skills, targeting both technical and non-technical audiences.
  • Secret-level Security Clearance and DHS Suitability.

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.
