Technology and threats evolve rapidly in today’s ever-changing environment. In response, DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. DHS S&T supports basic and applied research, development, testing and evaluation (RDT&E) that provides the tools and knowledge products to support the Homeland Security missions of DHS components and first responders. DHS S&T supports these RDT&E activities at a range or performer and government facilities, including DHS S&T-run research facilities across the U.S.


This role is responsible for providing support across the full spectrum of activities relating to program execution to support the efficient functioning of a DHS S&T laboratory facility. The role will be responsible for serving in both a technical and operational support capacity, ensuring that all programmatic obligations are met in a timely manner, reviewing program activities and progress against expectations, and assisting with the development of strategic plans.


Role functions may include:


  • Providing general programmatic and operational support across a range of activities including budgeting, scheduling, contracting, performer oversight, and assessments.
  • Providing technical expertise in support of the drafting and/or review of a wide range of documentation such as statements of work, white papers, proposals, analyses of alternatives, and briefings.
  • Tracking and reporting project progress through status reports, briefings, technical manuscripts, presentations, and other documentation.
  • Overseeing program compliance with all regulations pertaining to sensitive information such as International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).
  • Archiving and managing files in accordance with DHS Records Management guidance.
  • Scheduling and facilitating meetings and serving as a client representative when interacting with other agencies and performers.
  • Assisting with responses to data calls and other client or other government entity taskings.
  • Drafting procurement paperwork such as, Statements of Work, Independent Government Cost Estimates, Analysis of Alternatives, Determination and Findings, Best Procurement Approach Determinations, Appropriateness Reviews, Balance Workforce Strategy and Determinations, and change orders; track purchase request package progress and interact with financial and contracting personnel to ensure proper completion


Required Qualifications:

  • Master’s degree and a minimum of 10 years of relevant experience OR Bachelor’s degree and 18 years of relevant experience.
  • Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
  • Top Secret-level Security Clearance with ability to obtain DHS access to Sensitive Compartmented Information (TS/SCI) and DHS Suitability.


Desired Qualifications:

  • Programmatic or management experience supporting DoD and/or DHS components (e.g., TSA, CBP, FPS, CISA, CWMD, USCG, ICE).
  • Ability to work collaboratively in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.  
  • Ability to multitask independently in a fast-paced environment and collaborate across multiple teams and with multiple team members. 
  • Strong technical writing skills, targeting both technical and non-technical audiences. 
  • Experience monitoring project development performance and reviewing deliverables to ensure technical, programmatic, and financial goals and objectives are met and identify possible program risks.
  • Demonstrated ability to draft procurement paperwork (e.g., Statement of Work, Independent Government Cost Estimates, Analysis of Alternatives, Determination and Findings, Best Procurement Approach Determinations, Appropriateness Reviews, Balance Workforce Strategy and Determinations, and change orders) and work collaboratively across matrixed organizations to track progress and ensure proper completion.
  • Demonstrated familiarity with DHS and other government acquisition policies and regulations, such ITAR and EAR.
  • Microsoft Office (especially PowerPoint, Excel, and Project) required.
  • Top Secret-level Security Clearance with DHS access to Sensitive Compartmented Information (TS/SCI) and DHS Suitability preferred.

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
