In response, DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. DHS S&T supports basic and applied research, development, testing and evaluation (RDT&E) that provides the tools and knowledge products to support the Homeland Security missions of DHS components and first responders. DHS S&T supports these RDT&E activities at a range or performer and government facilities, including DHS S&T-run research facilities across the U.S.

 

This role provides a wide range of program management functions to support the efficient functioning of a DHS S&T laboratory facility. The role will be responsible for supporting mission operations by verifying and processing purchase requests and other financial transactions, coordinating with internal and external stakeholders, tracking and responding to inquiries and other priority correspondence, and leading the development of both ad-hoc and scheduled reports and presentations.

 

Role functions may include:

 

  • Preparing and processing purchase request and financial transaction documentation, including verification and validation of transactions, and supporting verification of monthly invoice information
  • Coordinating and leading program meetings and events with internal and external stakeholders
  • Overseeing timely responses to a variety of written inquiries, to include tracking requests, tasking relevant parties, and researching, drafting, and editing responses as necessary
  • Leading the preparation of a variety of reports and PowerPoint presentations.
  • Performing records management duties to include identifying records for management and managing records in accordance with S&T policy.

Qualifications

Required Qualifications:

  • Bachelor’s degree and a minimum of 3 years of relevant experience or Associate’s degree and 7 years of relevant experience.
  • Experience with Microsoft Office, including Word, Outlook, Excel and PowerPoint.
  • Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
  • Top Secret-level Security Clearance, and eligibility to obtain DHS access to Sensitive Compartmented Information (TS/SCI), and DHS Suitability.

 

Desired Qualifications:

  • Programmatic or management experience supporting DoD and/or DHS components (e.g., TSA, CBP, FPS, NPPD, DNDO, USCG, ICE).
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.  
  • Ability to work in a fast-paced environment, managing multiple tasks.
  • Experience monitoring project development performance and reviewing deliverables to ensure technical, programmatic and financial goals and objectives are met and identify possible program risks.
  • Experience providing program and/or project management support in on research and development contracts. 
  • Demonstrated proficiency in preparing and processing purchase request and financial transaction documentation in a variety of atmospheres, as well as successful working across matrixed organizations to ensure efficient transaction support.
  • Demonstrated proficiency providing program management and analytical support to programs and projects serving DHS Mission Areas.
  • Strong communication and writing skills, targeting both technical and non-technical audiences.
  • Demonstrated meeting facilitation experience.
  • Top Secret-level Security Clearance, DHS access to Sensitive Compartmented Information (TS/SCI), and DHS Suitability preferred
