Technology and threats evolve rapidly in today’s ever-changing environment. In response, DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. DHS S&T supports basic and applied research, development, testing and evaluation (RDT&E) that provides the tools and knowledge products to support the Homeland Security missions of DHS components and first responders. DHS S&T supports these RDT&E activities at a range or performer and government facilities, including DHS S&T-run research facilities across the U.S.


This role serves as a primary executor of day-to-day management activities supporting client executive leadership to ensure DHS S&T laboratories have the required resources for successful execution of their mission while maintaining compliance with all regulations and policies.


Role functions may include:


  • Supporting the oversight and management of all aspects of day-to-day laboratory activities including budget allowances, ensuring laboratories are properly equipped to execute missions, confirming laboratory activities are executed properly in the progression of stated goals and objectives, and ensuring that all infrastructure obligations are being met to maintain operational readiness.
  • Assisting strategic oversight to ensure laboratory infrastructure is properly maintained and equipped to meet current and future needs and that evolving requirements are anticipated and prepared for.
  • Assisting in the oversight and coordination of all activities pertaining to the construction, acquisition, operation, maintenance, and disposition of facilities to meet and support research and diagnostic mission needs and objectives.
  • Developing design and construction related documents, plans, and other management systems or processes.
  • Conducting construction and site analyses using Primavera, AutoCAD, Micro station, and/or Adobe.
  • Ensuring accurate and timely communications are disseminated and stakeholders are appropriately informed of laboratory activities, progress, and needs through the creation of both scheduled, and ad-hoc materials, such as reports, presentations, press releases, and memos.
  • Supporting development of acquisition plans for construction projects in accordance with program criteria for enhancement of overall Homeland Security scientific research and development efforts.
  • Assisting with matters relating to the design and construction of new facilities and expansion of existing facilities.


Required Qualifications:

  • Bachelor’s degree and a minimum of 3 years of relevant experience and Associate’s degree and a minimum of 7 years of relevant experience.
  • Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
  • Applicants selected must be eligible to receive Secret-level Security Clearance, and DHS Suitability


Desired Qualifications:

  • Programmatic or management experience supporting DoD and/or DHS components (e.g., TSA, CBP, FPS, NPPD, DNDO, USCG, ICE).
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.  
  • Ability to work in a fast-paced environment, managing multiple tasks.
  • Professional Engineer, Project Management Professional, and/or DoD or DHS Acquisition Professional (program/project management or systems engineering) certification.
  • Experience with research laboratory construction planning and design.
  • Demonstrated experience with DHS acquisitions, including familiarity with the Acquisition Lifecycle Framework.
  • Previous experience managing operational, maintenance or developmental activities for government, academic or private laboratory facilities.
  • Experience in biocontainment, hospital, applied research and development, chemistry or explosives research laboratory planning, design and construction.
  • Familiar with developing, authoring, reviewing, analyzing, implementing and maintaining design and construction related documents, plans, and other management systems or processes.
  • Possesses, understands, and has basic working knowledge of government acquisition for architect-engineer-design and construction requirements.
  • Demonstrated strong communication and technical writing skills, targeting both technical and non-technical audiences.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.  
  • Demonstrated meeting facilitation experience, including leading working groups.
  • Secret-level Security Clearance, and DHS Suitability

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
