In response, DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. DHS S&T supports basic and applied research, development, testing and evaluation (RDT&E) that provides the tools and knowledge products to support the Homeland Security missions of DHS components and first responders. DHS S&T supports these RDT&E activities at a range or performer and government facilities, including DHS S&T-run research facilities across the U.S.

 

This role serves as a senior level specialist at DHS S&T providing a proactive approach to assisting the high-level management and oversight for DHS laboratories and infrastructure, including support for laboratory facility upgrades, including infrastructure and IT projects.  

 

Role functions may include:

 

  • Drafting and compiling documentation on a scheduled, or as-needed, basis; facilitating communication; coordinating meetings; and managing day-to-day administrative duties.
  • Supervising development of program documentation and reviewing, editing, and providing inputs, as necessary.
  • Overseeing proper archiving of documentation in accordance with DHS records management guidance.
  • Coordinating information exchange with partners, as well as overseeing the flow and distribution of reports and other materials such as communications materials, and briefing packages in accordance with established protocols.
  • Execute on day-to-day administrative duties such as performing programmatic assessments, participating in development of budgetary documents, assisting with support for laboratory upgrades, and facilitating meetings with internal and external stakeholders.
  • Responding to data calls and other requests for information from DHS leadership and adjacent DHS S&T organizations.

Qualifications

Required Qualifications:

  • Master’s degree and 10 years of relevant experience or Bachelor’s degree and 18 years of relevant experience.
  • Project Management Professional (PMP) Certification.
  • Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
  • Ability to obtain a Secret-level Security Clearance and DHS Suitability

 

Desired Qualifications:

  • Programmatic or management experience supporting DoD and/or DHS components (e.g., TSA, CBP, FPS, CISA, CWMD, USCG, ICE).
  • Previous experience managing operational, maintenance or developmental activities for government, academic or private laboratory facilities preferred.
  • Ability to work collaboratively in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.  
  • Strong communication and writing skills targeting both technical and non-technical audiences and strong organizational skills.
  • Demonstrated experience facilitating, documenting, and producing follow up materials for collaborative meetings.
  • Experience with Microsoft Office, including Word, Outlook, Excel, and PowerPoint.
  • Secret-level Security Clearance and DHS Suitability.

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.
