Technology and threats evolve rapidly in today’s ever-changing environment. In response, DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. DHS S&T supports basic and applied research, development, testing and evaluation (RDT&E) that provides the tools and knowledge products to support the Homeland Security missions of DHS components and first responders. DHS S&T supports these RDT&E activities at a range or performer and government facilities, including DHS S&T-run research facilities across the U.S.

This role is the primary point of contact (POC) leading contractor support to program and project management of efforts to ensure efficient utilization of DHS S&T laboratory capabilities, leading review and submission of acquisition documentation, management of efforts to effectively communicate DHS S&T laboratory capabilities and providing general technical expertise where needed.

 

Role functions may include:

 

  • Providing advice and support for managing laboratory engagement efforts to ensure they effectively align laboratory capabilities to DHS strategic objectives.
  • Monitoring DHS S&T laboratory engagement and RDT&E capabilities and develop communication materials for DHS S&T and DHS components.
  • Support the development of requirements, identification of RDT&E gaps, and mission analyses.
  • Developing acquisition documents (e.g., statements of work, etc.), as well as submitting and tracking purchase request (PR) documents for Interagency Agreements (IAA).
  • Developing communication plans and materials to promote laboratory technical and functional capabilities, including ongoing efforts, for utilization by S&T and DHS Components and promotion to stakeholders.
  • Developing and maintaining diverse relationships across RDT&E communities in government, academia, laboratory, international and private sector.
  • Providing technical expertise in one or more RDT&E disciplines – explosives and/or toxic materials chemistry and chemical threat characterization; biology and biological threat characterization; food/agriculture/veterinary science; radiological materials management, study and detection; and/or data science and management.
  • Providing support to help expand the use of laboratory functions and capabilities in support of DHS S&T and DHS Components.
  • Providing management support and advice in regard to S&T laboratory administrative and financial concerns (e.g., review deliverables and relevant budget/finance).
  • Providing and advising client on strategic planning and stakeholder management, process development, and technical analysis.

Qualifications

Required Qualifications:

  • Master’s degree and 10 years of relevant experience or Bachelor’s degree and 18 year of relevant experience.
  • Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
  • Ability to obtain a Secret-level Security Clearance and DHS Suitability.

Desired Qualifications:

  • Programmatic or management experience supporting DoD and/or DHS components (e.g., TSA, CBP, FPS, CISA, CWMD, USCG, ICE).
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.  
  • Ability to work in a fast-paced environment, managing multiple tasks.
  • Demonstrated proficiency in preparing and processing purchase request and financial transaction documentation in a variety of atmospheres, as well as successful working across matrixed organizations to ensure efficient transaction support.
  • Previous experience reviewing contractual documentations and financial data.
  • Previous experience with strategic planning, process improvement, and/or laboratory engagement.
  • Ability to work in a dynamic team-oriented environment and demonstrate teamwork and initiative.  
  • Experience with Microsoft Office, including Word, Outlook, Excel and PowerPoint.
  • Secret-level Security Clearance and DHS Suitability preferred. 

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
