Technology and threats evolve rapidly in today’s ever-changing environment. In response, DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. DHS S&T supports basic and applied research, development, testing and evaluation (RDT&E) that provides the tools and knowledge products to support the Homeland Security missions of DHS components and first responders. DHS S&T supports these RDT&E activities at a range or performer and government facilities, including DHS S&T-run research facilities across the U.S.

 

This role provides program and project management support to planning, budgeting, and management of DHS S&T laboratory infrastructure. This includes strategic planning, engineering and construction of new capabilities, as well as maintenance, enhancement and expansion of existing capabilities. The role requires familiarity with industry-standard management practices to provide oversight of strategic goals in the context of objectives and key performance parameters. This position includes high-level communication with key DHS S&T leadership as well as advising staffing plans, in addition to overall project management.

 

Role functions may include:

 

  • Leading tracking and management of facility construction work being performed under various construction contract methods in accordance with contract requirements and the specific construction work in progress.
  • Managing complex engineering or technical efforts that may involve facets of an engineering discipline.
  • Construction inspection processes and documenting construction in progress.
  • Experience in biocontainment laboratory, research, or hospital facility planning, design, or construction.
  • Developing design and construction related documents, plans, and other management systems or processes.
  • Producing timely and accurate reports, responses to inquiries, development of client-driven requirements and deliverables.
  • Conducting construction and site analyses using Primavera, AutoCad, AutoCAD, Micro station, and/or Adobe.
  • Developing staffing and management strategies for DHS S&T laboratories and laboratory management organizations based on evolving needs, surge requirements, etc. This includes sourcing and onboarding of contractor staff.
  • Supporting development of communication documents for Congressional staff, stakeholders and the public.
  • Conducting or leading special studies and providing advice, through appropriate subject matter experts, to DHS S&T leadership on all matters regarding missions, management, administration and operations of DHS S&T laboratories.
  • Conducting communications regarding ongoing and future work activities with architect-engineer and construction contractors to DHS S&T leadership.
  • Working with a wide range of federal clients and comfortable working with multiple project consultants, architects, planners, construction contractors, and code officials.

Qualifications

Required Qualifications:

  • Master’s degree and a minimum of 10 years of relevant experience or Bachelor’s degree and a minimum of 18 years of relevant experience.
  • Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
  • Ability to obtain a Secret-level Security Clearance and DHS Suitability.

Desired Qualifications:

  • Operational, programmatic, or management experience supporting DoD and/or DHS components (e.g., TSA, CBP, FPS, CISA, CWMD, USCG, ICE).
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
  • Strong communication and writing skills, targeting both technical and non-technical audiences
  • Experience providing guidance, feedback, and consulting services to federal program managers.
  • Experience preparing and reviewing presentations, reports, project schedules and weekly status inputs.
  • Familiarity with DHS acquisition guidance, such as with the Acquisition Lifecycle Framework (ALF).
  • Basic working knowledge of government acquisition for architect-engineer-design and construction requirements.
  • Proficiency in multiple writing formats, such as narratives, reports, memos, and presentation materials.
  • Demonstrated proficiency in preparing and processing purchase request and financial transaction documentation in a variety of atmospheres, as well as successful working across matrixed organizations to ensure efficient transaction support.
  • Experience with Microsoft Office, including Word, Outlook, Excel and PowerPoint.
  • Secret-level Security Clearance and DHS Suitability preferred. 

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
