You would join Noblis’ Intelligence and Law Enforcement Mission Area as we continue to grow our DOJ/FBI account. Today our DOJ/FBI team delivers intelligence analysis, data analytics, automation, and digital solutions spanning identity science, AI/machine learning, computer vision, biometrics, forensics, media analytics, systems engineering, software development/integration, DevOps, and cloud technologies.Our team is engaged across the law enforcement and intelligence community and has been instrumental in driving our customer’s missions to improve our nation’s security. Join our collaborative and dynamic team as a Capture Manager!

 

Business Development/Capture Manager Responsibilities:

  • Work with DOJ/FBI Business Development Director (BDD) and Division Directors to develop and achieve growth goals and account strategy through identification of opportunities and management of capture activities
  • Develop strong relationships across other accounts within the company to understand the diverse capability sets Noblis brings to our clients  
  • Collaborate with solution owners to write and submit collateral, whitepapers, requests for information (RFIs), and proposals 
  • Work with BDD and internal expert contributors to structure, organize, and write compliant, winning proposals from capture through submission
  • Engage with proposal operations resources (such as Proposal Manager, Graphic Designers, Editors) to ensure timely and compliant proposal submissions
  • Manage and monetize IDIQs by leading capture efforts on Task Orders aligned to Noblis and Teammate capabilities  
  • Manage pipeline using SalesForce
  • Participate in pipeline meetings, bid/no bid gate reviews, technical solutioning, and teammate meetings
  • Maintain DOJ/FBI account lessons learned from successful proposals, develop reusable content, and manage engagement with corporate activities in these areas

Qualifications

Basic Qualifications:

  • Bachelor’s degree in a technical field + 5 years of experience. 
  • Active Secret Clearance
  • Ability to obtain TS SCI w/CI Poly
  • Excellent written and oral communication skills
  • Familiarity with SalesForce and business intelligence tools
  • Detail oriented, organized, thrives in high tempo situations with deadlines
  • High energy, sense of urgency, decisiveness, and ability to work well independently as well as collaborate with others
  • Understanding of law enforcement and intelligence community missions
  • Minimum 2 years of experience in business development, building relationships with partners and internal subject matter experts, and leading capture efforts
  • Minimum 2 years of experience working with functional leadership of small to medium sized teams 
  • Minimum 2 years successfully capturing work within DOJ/FBI 

Desired skills and knowledge: 

  • Ability to interview technical staff and translate that information into proposal language
  • Understanding of processes related to various types of competitions, contracts, finance
  • Familiarity and experience writing on technical subjects, such as data analytics, digital solutions spanning identity science, AI/machine learning, computer vision, biometrics, forensics, media analytics, systems engineering, software development/integration, DevOps, and cloud technologies, etc.

 

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.
