Noblis is positioned to provide a Senior Analyst to decision makers in the Countering Weapons of Mass Destruction (CWMD) Office under the Department of Homeland Security (DHS) to address threat anticipation, identification, and analysis.  Our support to CWMD and its partners across DHS and the federal government enables better protection of the U.S. population and U.S. assets from naturally occurring and man-made threats.

 

If you are interested in mission critical work and helping to advance DHS’ approach to countering weapons of mass destruction and threats emerging from the natural world, we are actively seeking talented professionals who possess the experience, commitment, and integrity to support our government clients.  Responsibilities include but are not limited to:

  • Project management of complex system development, and tool, analytic technique, and data integration activities
  • Data and information evaluation for potential operational use to detect and analyze biological, chemical, and radiological threats
  • Requirements gathering from stakeholders across the Interagency and state and local entities responding to biological events such as infectious disease outbreaks
  • Developing novel approaches to data and information assessment, visualization, processing, and management
  • Innovating around new processes and analytical products to enhance early detection and improved monitoring of biological threats globally
  • Drafting standard operating procedures and other guidance documentation
  • Supporting development activities for complex biosurveillance systems based in Agile/Scrum methodology
  • Plan and facilitate meetings with government officials including the crafting of briefing materials for a wide variety of technical and non-technical audiences

Qualifications

Requirements for this role include:

  • Holding an active Secret clearance or the ability to acquire a Secret clearance, if sponsored
  • Ability to obtain Department of Homeland Security suitability adjudication (i.e., security screening)
  • Master’s degree in a scientific, engineering, medical, veterinary, or public health field or related discipline
  • At least 10 years of professional experience in a scientific, engineering, medical, veterinary, or public health field or in a discipline pertaining to CWMD or chemical, biological, radiological, and nuclear (CBRN) activities
  • Excellent communication skills to include technical writing and editing, and oral presentations
  • Well organized, critical thinker, exceptional customer service skills for engaging with federal government clients
  • Ability to work tasks autonomously and follow through to completion
  • Ability to multi-task and respond to quick turn-around requests
  • Competence to function efficiently in a fast-paced, demanding work environment focused on improving health security

Desired skills and knowledge:

  • Previous professional work with federal, state and/or local governments entities
  • Training in R, ArcGIS and/or Tableau

Client Engagement

• Extensive client engagement with federal staff and leadership of the National Biosurveillance Integration Center (NBIC), CWMD Office, and Interagency partners

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
