The Department of Defense’s (DoD) Cooperative Threat Reduction (CTR) Program - implemented by the Defense Threat Reduction Agency (DTRA) – works cooperatively with allies and partners to reduce or eliminate WMD threats. The cooperative nature of the DoD’s CTR activities strengthens regional alliances deepening existing partnerships and attracting new partners.


Roles and Responsibilities:


The Senior Operations Team Lead is responsible for daily operations of the full Biological Threat Reduction Programs (BTRP), Advisory & Assistance Support (A&AS) team and specific oversight of the BTRP A&AS Operations Team.


The Senior Operations Team Lead reports to the A&AS Department Lead and serves as direct supervisor to the BTRP A&AS Operations Team responsible for operations and product delivery management, financial management, FOIA requests, technical editing, and administrative assistance.


General activities:

  • Serves as daily interface to client Senior Operations Manager.
  • Maintains broad situational and functional area awareness and client engagement, ensuring synergy of effort within the Operations Team and with other teams across BTRP and CTR.
  • Sets Operations Team prioritization in alignment with BTRP objectives, ensuring quality control and timeliness of work products generated by assigned staff.
  • Identifies and secures resources necessary for Operations Team success.
  • Responsible for drafting and editing key program documentation in response to taskers, RFIs, etc.
  • Provides support to team managing and tracking all incoming taskers/RFIs. Appropriately tasks them out to the applicable POCs and ensures deadlines are met.
  • Briefs Senior Leaders on statuses of actions for the Department.
  • Oversees financial management support in both annual and quarterly financial planning of BTRP’s multi-million dollar budget, advising Department Leadership in preparing annual spend plan and Program Objective Memorandum.
  • Maintains overall planning and oversight of the Department calendar and the annual management cycle.
  • Manages and tracks all executive-level Department engagements.
  • Reviews all documents in advance of BTRP Senior Ops Manager before they are cleared and sent out externally.
  • Develops operational root cause analyses and After-Action Reports.


Required minimum skills and knowledge:

  • Bachelor’s and minimum 8 years of related experience, or Master’s and 6 years related experience, or Doctorate and 2 years related experience; or equivalent experience
  • DoD SECRET clearance
  • Experience managing staff or leading a team
  • Ability to work in a fast-paced environment while maintaining attention to detail
  • Experience working with financial data and spend plans.
  • Experience with Excel and financial analysis tools.Excellent communication, written, and organizational skills.
  • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion.

Desired skills and knowledge:

  • Masters + 10 years of experience OR Bachelors + 18 years of experience
  • Demonstrated proficiency in FOIA processing of technical/scientific records
  • Experience adjudicating FOIA exemptions
  • Experience working at DTRA or DoD.
  • Flexibility/adaptability to work in a fast-paced environment
  • Excellent problem solving skills

Client Engagement

• Serves as daily interface to client Senior Operations Manager.
· Build a productive relationship with your client and understand their structure and goals.
· Contribute to proposal sections or client white papers.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
