Responsibilities

Noblis provides Business Case Analysis for the Federal Aviation Administration in support of the sustainment and modernization of major NAS and enterprise systems.  Performs analysis of long-term business cases for modernization of communications, surveillance, navigation, and air traffic control automation systems as well as enterprise level logistics and safety systems on behalf of the FAA Chief Financial Officer.   The individual will conduct analyses of major program investment business cases within the context of FAA priorities and strategic plans as well as the opportunities and needs that provide context for specific programs being advanced for approval and funding.  The individual will analyze how programs contribute to operational and business outcomes for the FAA and related stakeholders.  The individual will evaluate how acquisitions use the available trade space by considering the interaction between systems, processes, organizations, and people as well as the relationships between constraints and desired outcomes.

  

Noblis provides Business Case Evaluation and development support for the Federal Aviation Administration in support of the sustainment and modernization of major NAS and enterprise systems.

 

Responsibilities: 

 

  • Reviews business case models and performs analysis of long-term business cases for modernization of communications, surveillance, navigation, and air traffic control automation systems as well as enterprise level logistics and safety systems on behalf of the FAA Chief Financial Officer.  
  • Conduct analyses of major program investment business cases within the context of FAA priorities and strategic plans as well as the opportunities and needs that provide context for specific programs being advanced for approval and funding. 
  • Review associated financial documentation, analyze how programs contribute to operational and business outcomes for the FAA and related stakeholders with special attention to air traffic control procedures and processes in TRACON, Terminal and en Route airspaces and develop briefings for various investment decision points. 
  • Evaluate how acquisitions use the available trade space by considering the interaction between systems, processes, organizations, and people as well as the relationships between constraints and desired outcomes.

 

Responsibilities

  • Provides strategic and portfolio context to understand the full scope of activities and investments necessary to achieve desired organizational change
  • Analyzes identified shortfalls to ensure they align with Agency strategies, budget trends, and political influences
  • Conduct in-depth business case evaluations, analyze system requirements, acquisition strategies, risk analysis, safety and environmental concers.
  • Analyzes how program investments involve and interact with air traffic control procedures and processes and their suitability for practical use in air traffic control and management.
  • Explains interdependencies between programs and systems in terms of their contributions to strategic and portfolio outcomes.
  • Identifies risks associated with achieving desired changes in business or operational outcomes.
  • Compiles and analyzes life cycle costs, benefits, risks, programmatic information, technical performance, schedule, and operational suitability of various programs.
  • Conducts business case analysis, alternatives analysis, cost-benefit and cost-effectiveness analysis, economic analysis, and portfolio analysis.
  • Uses economic analysis including NPV, ROI and payback period
  • Interacts collaboratively with the program management organization, systems engineers, and other stakeholders.
  • Facilitates the coordination and integration of investment decision information for presentation to FAA management and the Joint Resources Council.
  • Develops analysis reports and assembles independent documentation and briefings as needed.

Qualifications

Required minimum skills and knowledge:

  • Bachelor’s degree in business administration, computer science, mathematics, operations research or related field
  • Minimum of 10 years of related experience as a program analyst or business analyst.
  • Knowledge of processes, methods, and techniques utilized to analyze and evaluate business cases including:
    • Operational and business shortfalls
    • Trade space and alternatives
    • Economic analysis including NPV, ROI, Payback, etc.
    • Outcomes and benefits realization
    • Risks to achieving desired outcomes
    • Acquisition and deployment cost and schedule
  • Prior Air Traffic Controller experience, in en route, TRACON, or Terminal air space
  • Air traffic control procedures and systems use in air traffic management
  • Big picture view of programs, investments as they fit into Agency-wide strategy and portfolio
  • Exceptional analytical, writing, briefing development and communication skills.
  • Strong attention to detail, well organized and ability to self-prioritize multiple activities is required.
  • Ability to effectively initiate action, collaborate with others, and drive action items to resolution.
  • Proficiency in developing and presenting, both verbally and in writing, technical information and presentations to non-technical audiences
  • Successfully pass an FAA background investigation/verification and receive a successful final suitability determination.

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.
