CISA leads the national effort to defend critical infrastructure against the threats of today, while working with partners across all levels of government and in the private sector to secure against the evolving risks of tomorrow.  

 

The Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency

(CISA) is responsible for enhancing the security, resiliency, and reliability of the nation's cyber

and communications infrastructure. CISA actively engages the public and private sectors as well

as international partners to prepare for, prevent, and respond to catastrophic incidents that could degrade or overwhelm these strategic assets.

 

CISA helps stakeholders better manage cybersecurity risk by defining expectations for stakeholder cybersecurity; leading implementation and enforcement of cybersecurity requirements; managing CISA’s cybersecurity services portfolio; building capacity; and enhancing collective defense and readiness. Specifically, Noblis provides technical/functional subject matter expertise and technical management to help stakeholders better manage cybersecurity risks by defining expectations for stakeholder cybersecurity; leading implementation and enforcement of cybersecurity requirements; managing CISA’s cybersecurity services portfolio; and building capacity to enhance collective defense/readiness. The Capacity Building Subdivision (CB) enhances stakeholder cybersecurity readiness, bolsters enterprise capabilities and protections, and increases the community’s capacity to adequately manage cyber risk by:

 

  • Defining critical requirements, needs, and performance expectations.
  • Overseeing and guiding the implementation of key cybersecurity initiatives and urgent actions, including federal cybersecurity policy, leading practices, cyber directives and operational guidance.
  • Managing CISA’s cybersecurity services portfolio; evolving shared services, capabilities and delivery models; and delivering tailored services and assistance based on customer needs.

 

As the lead agency responsible for providing innovative, high-quality government-wide cybersecurity products and services, CISA uses cloud-based technology to protect email services for all DHS Components. 

Noblis provides technical/functional subject matter expertise and technical management to help stakeholders better manage cybersecurity risks by defining needs/gaps; leading implementation cybersecurity requirements; managing elements of CISA’s cybersecurity services portfolio; and building capacity to enhance collective defense/readiness.

 

We are seeking a Senior Subject Matter Expert/Solution Architect:  

 

This role provides senior technical leadership and advisory services, as part of a multidisciplinary team of high-performance professionals tackling the client's most vexing technical and technological challenges related to cybersecurity and developing solutions to meet the next homeland security threats. This role is critical for the development and implementation of cloud-based architectures for business applications, protective email service and cybersecurity shared services. Knowledge of zero-trust architectures and implementations is a must.

 

Provide technical/functional leadership:    

  • Strategizing DHS CISA outreach to understand cybersecurity gaps/requirements related to email services, cloud-based business applications and cybersecurity shared services
  • Collaborating in the development of cloud-based and on-premises architectures and design to support the development of CISA Cybersecurity Shared Services Office (CSSO) solutions.
  • Supporting the assessment, testing and evaluation of CISA CSSO solutions.
  • Supporting the lifecycle requirements definition, piloting requirements and concept of operations development for CISA CSSO solutions.
  • Analyzing cloud services including the use of cloud technology, development of configuration baselines and planning and implementation of cloud architecture as well as telemetry
  • Managing privacy and security considerations for CISA-developed solutions
  • Developing white papers to inform CISA customers and stakeholders
  • Conducting independent research and analysis as well as collaborating on related working groups

Qualifications

Qualifications:

REQUIRED SKILLS AND KNOWLEDGE:

  • Must be a US Citizen
  • Must be able to obtain a Public Trust Clearance and DHS Suitability
  • Bachelor’s Degree and/or certification in relevant discipline
  • Minimum of 10 years of experience/skill in the following technical/functional areas:
    • Cloud security services
    • Cloud-based technology
    • Threat assessment
    • Incident response
  • Demonstrated ability to “hit the ground running” by working independently to understand the customer’s existing state and deliver value quickly
  • Demonstrated ability to interact comfortably with Government Executives and federal staff at all levels in the organization, on a day-to-day basis
  • Excellent written and verbal communication skills; an ability to clearly communicate technical concepts to both technical and non-technical users
  • Demonstrated aptitude for thought leadership, complex problem solving, and incorporating innovation that leads to desired outcomes

 

PREFERRED QUALIFICATIONS: 

  • Top-secret clearance is desired, but not required
  • Experience with technical leadership related to the planning, delivery, and adoption/rollout of shared services and products in a federal environment
  • Senior advisory experience/skills in the following technical/functional areas:
    • Email services
    • Secure email gateway
    • Inbound & outbound virus filtering/scanning
    • Internet Message Access Protocol (IMAP)/MAP-E/Post Office Protocol (POP)
    • Cybersecurity shared services and quality of service

Client Engagement:

• Partner day-to-day and side-by-side with the joint federal and contractor team to provide perspectives and insights to protect U.S. government infrastructure
• Bring your technical knowledge and client engagement perspectives to develop opportunities for expanded work for you and your colleagues by developing white papers, marketing content, and contributing to proposal development

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
