Noblis MSD’s mission is to support Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center (NSWCPD) in their missions to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with cybersecurity, comprehensive logistics, and life-cycle savings.  Noblis MSD is seeking program analysts to directly support US Navy programs.


Noblis MSD is currently seeking a motivated individual who will:

  • Provide liaison support between NSWCPD Program Managers, ISEAs, NAVSEA sponsors, Type Commanders (TYCOMs), waterfront activities, and Original Equipment Manufacturers (OEMs) to the DDG/CG Modernization Program.
  • Provide shipboard report development & maintenance support for ships undergoing modernization efforts to ensure shipboard activity efficiency and quality completion during a ship’s availability period via a government database.
  • Develop a material management report detailing the status of all program and ship-owned material to ensure all available resources are utilized for a specific ship/ship class.
  • Ability to upload documents and reports into a government database to provide all stakeholders the necessary information regarding the ship’s parts and availability activities.
  • Interface with government personnel to monitor the resolution of issues that include shipboard system issues, repair/obsolescence of parts, shipboard activity scheduling conflicts, etc.
  • Maintain government warehouse inventories, receipt and tagging of incoming equipment and materials, monitoring for obsolete and excess material, identifying the need for material and equipment procurements for ongoing shipboard installations and upgrades, and assembling government kits.



  • Bachelors degree and experience in logistics required. Minimum of six years’ experience working HM&E shipboard equipment on Navy ship classes, vessels or systems may be substituted for a degree.
  • Frequent use and application of industry practices, techniques, and standards
  • General application of concepts and principles 
  • Experienced with ILS documentation
  • Ability to use all MS Office products above casual user experience.
  • Ability to work independently creating, editing, combining, and presenting complicated Excel spreadsheets for import into US Government databases.
  • Experience with parts ordering, part top down breakout structure, parts catalogs, maintenance of HM&E shipboard equipment, and repair parts technical manuals
  • Travel up to 25%
  • Candidate must have active Secret clearance or the ability to obtain clearance
