Government Client Mission Program Summary:


The Department of Defense’s (DoD) Cooperative Threat Reduction (CTR) Program works cooperatively with allies and partners to reduce or eliminate WMD threats. The DoD’s CTR Program is implemented by the Defense Threat Reduction Agency (DTRA) in alignment with the 2017 National Security Strategy, 2022 National Defense Strategy, and the DoD Countering Weapons of Mass Destruction Strategy. The cooperative nature of the DoD’s CTR activities yields a secondary benefit of strengthening regional alliances, deepening existing partnerships, and attracting new partners.


Role Description:   

Noblis is looking for a Scientific Writer/Reviewer to support our Advisory and Assistance Services (A&AS) team working in CTR’s Biological Threat Reduction Program (BTRP) department. Responsibilities for the position may include, but are not limited to:


  • Develop and manage a technical review process to ensure consistent, high-quality delivery of written products across a multidisciplinary team
  • Maintain a tracking process and schedule for rapid prioritization and review of multiple, concurrent written products at any given time
  • Serve as lead technical reviewer on high priority technical products
  • Coordinate with teammates to ensure deliverables align with client style guides and messaging
  • Advise and train teammates on technical writing and review standards and best practices
  • Develop and implement a knowledge management process to file, readily access, and reuse delivered technical products
  • Serve as daily interface to client Science Manager and provide scientific expertise across scientific domains relevant to cooperative threat reduction
  • Manage Continuous Process Improvement (CPI), including but not limited to:

- Identifying and implementing processes to enhance coordination and communication between teammates to facilitate high-quality delivery

- Regularly assessing quality of received draft products and implementing mitigations where deficiencies are identified

- Collecting, documenting and facilitating execution of Lessons Learned and Best Practices

- Facilitating developing, revising and maintaining A&AS Guides




Required skills and knowledge:

  • 3 - 10 years (MA/MS or BA/BS degree) or 9 years (No degree)
  • Minimum 3 years of experience in writing and/or reviewing scientific documents and processes
  • DoD SECRET clearance


Desired Qualifications:

  • Experience working with the U.S. government on areas concerning national security
  • Familiarity with biological or WMD threats
  • Excellent communication, written, and organizational skills
  • Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion
  • Flexibility/adaptability to work in a fast-paced environment
  • Good problem solving skills

Client Engagement

• Begin developing relationships one level up and two levels down. Identify and support opportunities to expand project scope beyond current deliverable and actively share information about clients’ emerging support needs and trends with team members and management.
