Responsibilities

Noblis is hiring for a DoD Strategic Climate, Sustainability and Resilience Program Manager.

 

Job Duties include:

  • General: Program and Project Management lead for a large complex Federal contract within the Department of Defense, including management of contracts and subcontracts, recruitment, hiring, and firing, resource management, and oversight to multiple technical disciplines. This position provides professional program and project management as well as technical expertise.
  • Direct line management of leads for technical areas that may include Strategic Advice, Visioning and Planning, Climate Informed Decision Making, Strategic Data Analysis and Data Management, Sustainable Acquisitions, Organizational Workforce Readiness, and Communications.
  • Domain areas may include climate change, energy management, carbon free electricity production and procurement, Net Zero installation strategies and energy resilience, greenhouse gas (GHG) emissions reporting, sustainable acquisition and innovation, supply chain and life cycle assessments.
  • This position will assist in advising and establishing GHG reporting mechanism for key DOD supplies, modelled on emerging best practice in the private sector and work with DOD to develop a comprehensive approach to GHG accounting that integrates with and supports broader supply chain integrity efforts across the Department.
  • This position will be responsible for contract management, oversight and review of all contract deliverables as well as identification of future business opportunities, and execution of capture processes and proposal development, as required.

Qualifications

Minimum Qualifications:

  • 5+ years’ experience managing a large multi-disciplinary team, including direct management of a work force exceeding 25 FTEs
  • 5+ years’ managing large, complex federal contracts, including management of direct work force and multiple sub-contractors
  • Experience in large private sector energy and environmental strategy, metrics, technology development, commercialization, and transfer
  • Experience leading complex technical projects within the Department of Defense
  • Bachelor’s degree in an engineering, energy, environment, or other relevant field and 8 years of relevant work experience
  • 5+ years’ experience managing large Federal contracts, including overall contract quality management and direct management of staff and subcontractors
  • 5+ years’ experience integrating greenhouse gas and climate strategies with high-level mission and vision in the public sector
  •  
  • Ability to obtain Secret / Top Secret Clearance
  • U.S. citizen

Preferred Qualifications:

  • Master’s Degree in engineering, energy, or environmental related discipline
  • Proven ability to lead Federal capture and business development efforts in the Department of Defense
  • Secret / Top Secret Clearance
  • US Military Veteran
  • Working knowledge of:
    • Military Service data platforms (USAF AMRS, Army MDMS/VANTAGE, Navy Smart Grid /CIRCUITS, BUILDER, Advana, etc)
    • Defense Climate Adaptation Tool (DCAT)
    • Installation energy, water, waste, recycling assessments (Sustainability Data)
    • DoD Sustainability Policies and Standards

Client Engagement

· Support and lead evolving business development efforts by applying technical and functional expertise to develop business solutions.
· Lead proposal sections for small or limited competition proposals and actively participate in teaming strategy discussions
