Noblis is seeking a Project Engineer with a Top Secret SCI clearance in Chantilly, VA
You will be the main point of contact responsible for program acquisition management of contracts and budgets as part of a highly functioning SETA team that supports the government in national systems acquisitions. You will advise the government customer in areas of contract planning, budgeting and management of developer expenditures. You will work with technical team members help with strategic planning of future program efforts that relate to national systems. Your efforts will be critical in the overall management of the programs system acquisition. You will work with all stakeholders to ensure all support requirements are met within schedule and budget. You will also work to review and write technical documents and acquisition forms as it relates to RFI’s, RFPs, proposal responses, and technical evaluations. You understand the current and emerging client space to evaluate and apply practical and innovative concepts and methodologies to solve difficult problem. As a part of the Noblis team, you make recommendations to improve standard practices, procedures, and tools. You employ advanced skills and grow project deliverables, as well as your expertise.
Day to day responsibilities include:
Bachelor's degree and 8 years of experience in Project and Acquisition Management, Contract and Budget Management, with emphasis on Federal acquisition in DoD or IC
-Experience with project engineering techniques and documentation
-Significant experience and a comprehensive understanding of the NRO acquisition process. This includes all associated MID tools (i.e., FTO, FIT), processes (i.e., PIF, FUNFIT), financial reporting systems (i.e., FiRST), contracts (i.e., RCAPs), and documentation (i.e., MIPRs, SOW, IGCE)
-Ability to problem solve in a rapidly changing environment and interface with the customer daily
-Track and respond to office tasking, build and present program briefings, and update project schedules and calendars
-Self-motivated, able to work independently, and able to take initiative without always being directed
-Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously
-Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment
-Must be able to demonstrate excellent relationship building and management skills
-Must be able to travel
-Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph
-Have a basic understanding of the SIGINT tasking, collection, and processing
-Have a basic understanding of other intelligence disciplines (i.e., GEOINT)
-Advanced skills in writing, reviewing and editing of technical reports, statements of work, white papers and other technical and programmatic documents
-Willingness to learn next generation technologies and innovative techniques
-Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians and military officers
