Responsibilities

The Senior Communications Specialist will serve as the internal Communications Lead for the Office of Industry Partnerships (OIP) within the Department of Homeland Security’s (DHS) Science & Technology Directorate (S&T). OIP engages industry and facilitates partnerships with private sector innovators to advance commercial technology solutions that address homeland security challenges.

 

Communicating OIP's efforts, externally and internally within DHS, is of critical importance, and you will lead a team of three OIP Communications Team members as well as liaise on OIP's behalf with the S&T division responsible for coordinating external communciations to promote OIP's outcomes and impact. This dynamic position requires someone who can think strategically, make connections with key stakeholders, and write compelling material.

 

Responsibilities include but are not limited to:

  • Developing and executing OIP communication strategies and campaigns to promote and advance OIP programmatic activities, events, and initiatives
  • Analyzing and supporting the refinement of the overarching OIP communications strategy and goals to develop specific tactics that will be vetted with the federal lead, prior to supporting their implementation
  • Engaging with performers and external stakeholders and facilitate contacts between companies and DHS stakeholders/potential end-users via informal and formal methods
  • Performing day-to-day coordination of assigned projects that may involve developing OIP talking points, briefings, web content, publications, reports, programmatic documents, and other communications materials for internal and external audiences; responding to data calls, and coordinating and facilitating programmatic meetings
  • Building and maintaining an understanding of key partners and stakeholders for ongoing discussions and engagement through multiple communication channels
  • Liaising between OIP programs and key internal stakeholders, for communications
  • Providing communications subject matter expertise and programmatic services to support OIP’s ability to increase external engagement and participation in stakeholder events such as events and workshops
  • Organizing/coordinating/attending in-person as well as virtual conferences and events, meetings, discussions, and webinars, as required
  • Synthesizing data and information from disparate sources to develop effective (oral and written) communications
  • Monitoring and reporting on performance against OIP goals
  • Communicating OIP key outputs, outcomes, and impacts to technical and non-technical audiences, as needed
  • Writing, editing, and reviewing content including, brochures, fact sheets, video and radio scripts, white papers, presentations, case studies, press releases, proposals, nominations, and other artifacts as needed.
  • Translating technical and complex topics into differentiated messaging that resonates with key stakeholders.
  • Incorporating key messaging and positioning throughout all collateral.
  • Manage multiple projects/partnerships and deadlines.
  • Reviewing documents for grammar and punctuation, and consistency with the organization’s style and format
  • Coordinating communications approvals for project-related programmatic and technical slide presentations, white papers, and other documentation to support project meetings, technical reviews, and presentations to senior leadership, as required
  • Maintaining organized and logical files for all necessary program documentation and records management, including electronic and hard copy
  • Ensuring quality assurance/quality control in work products

Qualifications

Required skills and knowledge:

  • Education/Experience:
    • The candidate must possess a BA/BS and 3-10 years of relevant experience.
  • SECRET clearance (or higher) or the ability to obtain a U.S. clearance
  • Eligibility to obtain DHS Suitability

 

Desired Qualifications: 

  • Degree in communications or a closely related discipline
  • Expertise in internal and external stakeholder engagement and the development of communications materials for both audiences
  • Hands-on experience in direct execution of major efforts to engage industry partners including federal research organizations, small business, and non-traditional innovators
  • Experience providing consistent and clear communications as well as strategic guidance to program managers and leadership
  • Demonstrated strong oral and written communication skills, targeting both technical and non-technical audiences
  • Experience supporting DoD and/or DHS components (e.g., TSA, CBP, FPS, NPPD, DNDO/CWMD, USCG, and ICE)
  • Ability to work on multiple projects which includes prioritizing, tracking, maintaining attention to detail, and following up through project completion
  • Flexibility/adaptability to work in a fast-paced environment
  • Proficiency with MS Office (especially Word, PowerPoint, Excel, and Project)
  • Candidates with an existing Secret clearance and DHS Suitability are strongly preferred.

Applicants must possess a minimum of a Secret level government security clearance and DHS Suitability in order to start work.
