Responsibilities

  • Work closely with upper management to ensure consistency in execution of policies, processes, and procedures across buyers within Noblis MSD.
  • Manage multiple procurements for San Diego contract portfolio simultaneously on an independent basis. Procurements will consist of but not be limited to electronic parts, raw materials, and assemblies/end items.
  • Become GIDEP representative for the location and work with project managers and technical leads to ensure compliance with policies and procedures related to GIDEP.
  • Work closely with supply chain manager on vendor coordination and communication and supply chain obsolescence.
  • Coordinate with vendors regarding receiving and warehousing requirements.
  • Manage procurement requirements for assigned programs through all acquisition phases while ensuring compliance with internal Noblis policies, processes, and procedures for indirect procurement. This includes, but is not limited to, preparation of RFP/RFQ packages, analysis and evaluation of proposals, selection of vendors, drafting and negotiation of purchasing terms, and ongoing purchase order and vendor administration.
  • Partner with and train internal customers on Noblis procurement policies, processes, and procedures.
  • Take responsibility for compliance on assigned procurements.
  • Identify opportunities for process improvement within the procurement area and implement industry best practices.
  • Ensure compliance with internal small business requirements.
  • Support and assist with department-wide systems or process initiatives.
  • May be required to manage other procurement staff.

Qualifications

Required Qualifications

  • Bachelor’s degree and a minimum of 8 years of procurement experience in a government contracting environment (substitutions accepted).
  • Secret clearance desired, but at a minimum candidate must be eligible for a clearance. In order to obtain a security clearance the candidate must be a US citizen.
  • Excellent communications skills, both written and verbal.
  • Excellent organizational skills.
  • Strong background in compliance.
  • Experience working with all types of orders and both services and goods.
  • Experience with the procurement of electronic parts, raw materials, and assemblies/end items.
  • Experience supporting multiple programs/internal customers simultaneously in a dynamic environment.
  • In-depth knowledge of and experience working with commercial terms and conditions.
  • Must be a self-starter.
  • Recent experience with Word, Excel, and Adobe.

Desired Qualifications

  • Recent experience with Deltek Costpoint.
  • Recent experience supporting US Department of Defense contracts.
