Responsibilities




The successful candidate will assume responsiblities to manage a large Navy program with a scope of program management; engineering support; logistics management and integrated support; on-site support for concept design and analysis, Detail Design and Construction (DD&C) and post delivery services; and design site for the Program Executive Office Ships (PEO). 


 


The program delivers integrated ship, boat and craft products and services to U.S. and international maritime forces around the world. The program includes multiple Acquisition Category (ACAT) I through IV programs, Foreign Military Sales (FMS) cases, and many non-ACAT programs.  The program encompasses more than $10B across the Future Years Defense Program (FYDP) for multiple new construction product lines.  Each program is in various stages of the acquisition timeline.  These stages range from initial Concept & Technology Development Phase, System Development & Demonstration Phase, Production & Deployment Phase through the Operations & Support Phase. 


 





 


This role provides professional program and project management as well as technical support services to assist achievement of program objectives and Navy acquisition strategies. These services include, providing logistics, trials, special project, and conference support. Management and administrative responsibilities also include coordination of acquisition office operations to include:


 



  • assistance in the development of milestones and objectives for current programs

  • requirements analysis

  • development of procurement documentation

  • deliverables management

  • metrics tracking and analysis

  • management of records, schedules and correspondence

Qualifications

Required skills and knowledge:



  • Shipbuilding, Foreign Military Sales or Military Sealift Command (MSC) experience is required

  • Bachelor's Degree in Engineering or Business Management discipline

  • Project Management Professional (PMP) for 10 yrs 

  • 3 years of management experience

  • 15 years program management, government technical management or industry management with 7+ years DoD/DoN program management


Desired skills and knowledge:



  • USCG Engineers License (Unlimited HP) active or inactive

  • Master's Degree in Engineering or Business Management discipline

  • PMP for 15 years

  • 20 years program management, government technical management or industry management with 10+ years DoD/DoN program management

Client Engagement

This role requires frequent if not daily communication with the client (GS-15,Flag/SES). Given the large scale of the program, status and updates of program progress and schedule, risk mitigation, personnel updates and overall information sharing is key to the success of the program.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
