Responsibilities

Noblis ESI is seeking a Project Engineer (AOCO) with an ACTIVE Top Secret with SCI and Polygraph for its Chantilly location to: 

  • Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned groups and programs/projects
  • Provide technical guidance and recommendations related to the integration of National Systems-based capabilities into Department of Defense (DoD) small satellite requirements and needs
  • Assist the PM with exercise support requirements related to Wargaming and Enterprise Simulation tools
  • Provide presentations and demonstrations of operational tools and capabilities to DoD and Intelligence Community, senior leadership, and decision makers.
  • Assist the PM/COTR during development of RFP packages and coordinate completion of technical evaluation of proposals received in response to RFPs
  • Lead IPT meetings and review process boards to include but not limited to ERBs, CCBs, and PMRs to ensure development contractors are meeting program requirements and schedule
  • Support the PM in multiple areas that include program management, acquisition support, analytic support, technical analysis, user requirement management/development, architecture, and customer outreach and support 
  • Other responsibilities include administrative and technical support to the Government leadership team, internal cross tower coordination, external mission partners and other DoD/IC customers

Qualifications

Required:

  • STEM Bachelor's degree or 10 years of relevant experience in lieu of degree
  • 10 years of experience in Project and Acquisition Management, with emphasis on Government acquisition in DoD or IC
  • Experience with systems engineering techniques and documentation
  • Experience with small satellite design and operations
  • Possess a fundamental understanding of DoD and IC tactics, techniques, and procedures including CONOPS, architectures
  • Ability to problem solve in a rapidly changing environment and interface with the customer daily
  • Ability to develop workflows and realistic scenarios which marry technical tools and capabilities to intelligence analysis processes and operational use-cases.
  • Strong user engagement skills with an emphasis on understanding user requirements and capability gaps.
  • Track and respond to office tasking, build and present program briefings, and update project schedules and calendars
  • Ability to work independently with minimal supervision and perform other duties as assigned
  • Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously
  • Expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment
  • Must be able to demonstrate excellent relationship building and management skills
  • Must be able to travel
  • Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph

Desired:

  • Master’s Degree
  • Successfully served as contractor lead/co-lead on a minimum of three projects
  • Extensive experience as a DoD/IC Multi-discipline Intelligence Analyst and/or Operations Planner.
  • Advanced skills in writing, reviewing and editing of technical reports, statements of work, white papers and other technical and programmatic documents
  • Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians and military officers
  • Ability to build and present technical briefings and reports
